So, the PAP wants to build infrastructure for 6.9 million, yet expect the increase of population to be 'substantially lesser' than the 6.9 million. Gimme a break, are we dumb or what?

This is what will happen. Infrastructure will never catch up with population. The target you can look at is infrastruture for 3.6m people and population 6.9m
Honest question from me:
How often is the government required to report population figures? Every 3/6/12 months?
If they aren't obliged to report the figures at regular and close enough intervals, it is hard for the public to monitor the situation before it gets way out of hand.
