No lapses by LTA, Transport Ministry staff: Khaw Boon Wan

There is no evidence of shortcomings or lapses in regulatory oversight by the Ministry of Transport (MOT) and Land Transport Authority (LTA) in the MRT flooding incident, said Transport Minister Khaw Boon Wan.

He said this in a written reply to a question from Workers' Party Non-Constituency MP Leon Perera. He had asked if compensation paid to senior staff in MOT and LTA, tasked with oversight of SMRT, would be affected.

He added the tunnel's anti-flooding pumps are not high-risk components, when compared to core railway systems, but the regulator still highlighted the need for regular, diligent maintenance.

Mr Khaw said LTA had also asked the operator to provide the regulator a list of pumps that needed to be replaced.

He said the flooding occurred before the remedial action was taken, adding: "There is no evidence of shortcomings or lapses in regulatory oversight by LTA or MOT staff."

SINGAPORE - The Transport Ministry will not call for a public inquiry into the unprecedented flooding of MRT tunnels which paralysed a large part of the North-South Line for about 20 hours on Oct 7 and 8.

Transport Minister Khaw Boon Wan told Parliament Tuesday (Nov 7) that the cause of the incident was clear cut, and was attributable to nothing else but maintenance lapses.

"While investigations by LTA (Land Transport Authority) will take a few more weeks to complete, the facts of the Oct 7 incident are not complicated, and the cause of the incident is clear," Mr Khaw said in response to a question filed by Mr Zaqy Mohamad (Chua Chu Kang GRC).

"My Ministry will therefore not be convening a Committee of Inquiry," he added.

Mr Khaw said the tunnel flooding was preventable: "It should not have happened."

"It was not due to any inadequacy in the design of flood prevention measures. Neither was it due to an extraordinary storm. It was due to poor maintenance and neglect of duties by the specific SMRT maintenance team responsible for the Bishan storm water sump pump system," he said.


The minister noted that all the three pumps in the Bishan sump pit were working, and all five float switches in the system were also functional.

"Why these float switches failed to function normally on Oct 7 is a subject of the ongoing LTA investigation," he added.

SMRT had found that the team of six staff responsible for the Bishan flood prevention system may have falsified records on three occasions, meaning the pumps were not maintained for at least nine months.

Although the team submitted maintenance records, SMRT found that track access was not granted on those dates and the pumps were not activated.
 
this kind of tunnel cross passage and sump pit work very dirty and terok. must have rohingya shit-clearing team on standby 6.9 days a week. instead of maintaining sump pit pumps with better trained engineers that cost more money, just rely on rohingyas to go into rat-infested hole and replace float switches and pumps with brand new ones every 6.9 months. afterall in sinkie terms, brand new means always good. agree there’s no need for coi. sinkie engineers too over-qualified, atas and comfy to do this job.

Is it guilty conscious or clear evidence of incompetence. Why need to ask for what pumps need to be replaced?

In all good maintenance regime, parts and equipment are replaced once its predetermined life span is up. Hdb do re-roofing, repainting ... at a fixed cycle. SP replace their underground cables after a certain years. These life spans are determined based on maintenance records accumulated over the years.

It goes to show that LTA has no preventive maintenance regime. Rule of the thumb, sump pump can last about 10 years easily. It is cheap so having a replacement cycle of 10 years is common practice.

We are in good hands. Luckily the other public bodies are not this bad.

The massive increase in population (due to foreign immigrants/workers) has stretched our infrastructures to breaking point-as can be seen from train breakdowns, traffic jams, long wait in hospitals/clinics and increase in prices of housing/food ect2.

It has been observed for a while that the population has increased too fast and that our infrastructures cannot catch up with the rapidly
expanding numbers of foreigners in singapore. When it comes to trains, things start to breakdown as maintenance/replacement cannot keep up with the rapidly expanding network.
Had the influx of foreigners been at a gradual pace, the increase in rail network need not be accelerated and replacement/maintenance can keep pace with it.
The flawed policy of the PAP has caused great hardship to singaporeans and its time to vote them out as the increase in population is not sustainable.
The fastest/simplest/fundamental/basic answer to our problem is to REDUCE the number of foreigners so that our infrastructure that is now bursting
at the seams can cope.
