Singapore students are generally well behaved and there have been “very few” incidents of bullying in schools, said Minister of Education (Schools) Ng Chee Meng on Tuesday (3 October).

Ng was responding to a question from Non-Constituency MP Daniel Goh in Parliament on whether bullying is prevalent in schools and the preventive measures to deal with such incidents.

“Based on a student-perception survey conducted by OECD (Organisation for Economic Co-operation and Development) in 2015, about 10 and 20 per cent of our 15-year-old students reported they had experienced some form of social and verbal bullying, respectively. Physical bullying was less prevalent, at about 5 per cent. This is quite similar to MOE’s findings and other local studies,” Ng said.

MOE does not tolerate bullying in any form and when students misbehave or make mistakes, schools will discipline and educate them, he added.

Fifteen-year-olds here experience more bullying than their peers in 50 other countries and economies, and only the children of Latvia and New Zealand have it worse, said a study by the Organisation for Economic Cooperation and Development (OECD).

The findings were released in the third volume of data from the Programme for International Student Assessment (Pisa), a three-yearly study run by the OECD.

Bullying is fast becoming rampant, especially in the virtual world of technology where keyboard warriors thrive. Social networking sites and social media are breeding grounds for bullies to leech on their preys.

Last year, a Touch Cyber Wellness survey of 1,900 primary school students and 3,000 secondary school pupils revealed that 1 in 3 of the latter population had been bullied online, while 1 in 4 surveyed admitted to having bullied their peers in the online sphere through social networks. The trend is also apparent amongst younger pupils, as 1 in 5 primary school students have also been taunted on such online social platforms. A 2012 study by Microsoft showed that Singapore had the second highest rate of cyberbullying globally. Online bullying in Singapore was also more prominent than bullying in the real world.

Bullying, fighting, masturbating, smoking, drinking, etc are all part of growing up. The govt is micro managing and over-reacting.
