STOMPer Hafiz was upset when HDB denied responsibility for the damages in his flat's ceiling. In response, HDB says that flat owners must take the necessary steps in maintaining their own homes.
The STOMPer has also been advised on how to fix the damages in his flat.
In an e-mail dated December 5, HDB says:
“HDB had received feedback from Mr. Hafiz about "concrete dropping from the ceiling" of his 29-year old flat.
“Our inspection showed that this was the result of spalling concrete. Our officer who attended to his feedback had explained to him that spalling concrete is due to fair wear and tear over time, and the need for the resident to carry out repairs.
“HDB has advised him to carry out repairs, and provided a list of contractors who can carry out such repairs.
“Spalling concrete is largely due to a natural deterioration process which occurs in older buildings. Concrete structures, like steel or timber structures, require maintenance.
“The carbonation process which causes spalling concrete can be slowed down or prevented by regularly painting the ceiling every 3 - 5 years using anti-carbonation or good quality paint.
“In addition, if there are holes drilled in the ceiling that are no longer in use or cracks, they should be sealed immediately to prevent moisture and oxygen entering the concrete.
“As humidity speeds up the carbonation process, it is important to keep wet areas like the kitchen and toilet/bathroom well ventilated by opening the vents/windows and doors.
“If spalling concrete is encountered, flat owners should also carry out repairs early. This is to avoid having the affected area deteriorate resulting in a larger problem than originally encountered.
“HDB also provides a step-by-step guide for flat owners who wish to do the repair of spalling concrete themselves. They may access the guide on-line at www.hdb.gov.sg or get a copy at any HDB Branch Office.
“If they wish to engage a repair contractor, they may refer to our website for a list of repair contractors.
“For further assistance on spalling concrete, flat owners can contact the Branch Office managing their flats.”
