These were some of the words used to describe the National University of Singapore law professor currently being investigated in a sex-for-grades scandal.

According to The New Paper (TNP) exclusive on Wednesday, the professor was arrested in April and is now out on bail.

He’s currently under investigation by the Corrupt Practices Investigation Bureau for allegedly having sex with a 23-year-old law student – who has since graduated – in exchange for better grades for an elective course she was enrolled in last year.

It is understood that the student made the first move in approaching the professor and the pair allegedly had sex on more than one occasion.

The student was not arrested, although her statements were taken. According to TNP, the student is currently a pupil at a local law firm.

Professor was ‘nice’ and ‘approachable’

Current students at NUS Faculty of Law related to Yahoo! Singapore that the professor was “charismatic”, “nice” and “eccentric”.

A former student of the professor told Yahoo! Singapore that the latter had a "peculiar habit of walking around the lecture hall and interacting with students on topics absolutely unrelated to [the subject]". She also profiled him as an "entertaining" lecturer although she found him "somewhat odd" at times.

An upper-level law student, who declined to be named, similarly described the professor as one who “likes to make jokes in lecture and has a quirky sense of humour.”

However, he admitted that although the professor can seem “a little eccentric, you can tell he is a very intelligent person… [but] he’s nice enough and is always willing to entertain students’ questions after lectures”.

A fourth-year NUS law student, who declined to be named, agreed and said that the professor “was very approachable for consultations … [and] has his quirks but generally, he’s a really really nice person”, and added that most of her friends were in agreement with her.

She also commented that competition in the law faculty is strong as “everybody wants to get a second upper [degree] so they can go to bigger and better firms” such as Alen & Gledhill, WongPartnership and Rajah & Tann.

The 22-year-old also speculated that the undergraduate in question had probably agreed to have sex with her professor after yielding to the pressure of getting into an established law firm.

What are the charges?

According to Shashi Nathan, director of Inca Law, the undergraduate’s act could be seen as gratification – which is a corruption act to show favour or reward. “[Corruption] doesn’t always have to be an exchange of money; providing sexual service is also a form of gratification,” he said.

However, Nathan noted that the case may not be as straightforward as it seems, as the intention to act corruptly may not be enough to prove corruption in the eyes of the law.

There are two terms to fulfill in order to prove corruption – (1) a corrupt element must be present in the transaction itself and (2) the person under investigation must intend to act in a corrupt manner, he said.

The criminal lawyer also said that since there is an “element of trust in him (the professor) and the institution, he may face a higher sentence” although that depends on the number of charges he is slapped with.

When contacted, a NUS spokesperson said that the university is aware that there is an ongoing investigation regarding an NUS staff member.

“In this case, we have not started our own inquiries, pending the results of the investigations initiated by the authorities, which are ongoing. But we will continue to co-operate fully with the authorities in the meantime,” said the spokesperson.

“When addressing questions of wrongdoing, NUS has a Code of Conduct to which its staff must adhere. Possible consequences of violating the Code of Conduct range from a warning to dismissal.”

A NATIONAL University of Singapore (NUS) law professor and former district judge is being investigated for an alleged sex-for- grades deal with a 23-year-old student.

Associate Professor Tey Tsun Hang, 41, allegedly had sex with her on multiple occasions, The New Paper (TNP) reported yesterday, without naming him.

The student was said to have approached Prof Tey for help in scoring a better grade for an elective course he taught, and supposedly struck a deal to have sex with him.

The student, who has since graduated, reportedly confided in some friends about the incident.

The Straits Times understands that someone later alerted the Corrupt Practices Investigation Bureau (CPIB) and he was arrested in April. The former district judge is out on bail. The student was not arrested but her statements were taken. She is now a pupil with a law firm here, reported TNP.

When contacted, a CPIB spokesman said it was unable to confirm if any individual or entity is being investigated or will be.

The Straits Times spoke to some law faculty members who confirmed they were assisting in CPIB investigations. One professor, declining to be named, called the alleged deal 'unthinkable'.

'This is a huge bombshell to everyone here - it took everyone by surprise as they could not believe something like this had taken place,' he said.

Faculty members said Prof Tey has not been suspended. He will be on sabbatical when the academic year starts next month, but this had been planned since last year and was not a result of investigations. They added there have been no complaints against him before.

An NUS spokesman said the university has a code of conduct that its staff must adhere to; the consequences of violating it range from a warning to dismissal.

In Prof Tey's case, NUS has not started its inquiries as it is awaiting the results of the investigations by the authorities.

Prof Tey graduated from King's College London and St Hugh's College, Oxford. He was an assistant professor at NUS' law faculty before joining the legal service as a Justice's Law Clerk.

He was later appointed a district judge of the Subordinate Courts and became a state counsel with the Attorney-General's Chambers' legislation division.

NUS law students describe him as intelligent and someone who livened up classes. Mr Timothy Woon, 25, who studied equity and trusts under him in 2010, said he was unorthodox in his methods.

'He had a unique way of illustrating his lessons with jokes,' said Mr Woon, adding that the professor spoke candidly.

The Straits Times visited Prof Tey's home but no one opened the door. Neighbours said he is married to a Japanese woman and they have a teenage daughter.

From government service to academia

Before starting work at NUS Law, Tey was a district judge with Singapore's Subordinate Courts, and had even spent time as a state counsel at the legislation division of the Attorney-General's Chambers.

He did his postgraduate civil law degree at Oxford University, as well as his undergraduate law baccalaureate at King's College London, and had been practicing for a number of years at a top firm here.

Current students at NUS Faculty of Law described Tey as “charismatic”, “nice” and “eccentric”.
