Of course we are bringing in already-trained doctors to meet current shortages. Would you prefer we ask sick ahpeks to wait 10 years to see a doctor while Ms 2A-1B gets her training in medical school? FT doctors meet shortfalls created in the past. Nothing wrong with that, and nobody least of all the government pretends that we are self sufficient. Don't conflate issues. What does current self sufficiency have to do with current medical school intake?
Certainly the letter writer feels a sense of entitlement. He feels that by virtue of his daughter's passion and bawling that she deserves a place more than others who have out competed her. Because he can't possibly say that explicitly, he blames the government for not making his daighter's dream come true. Throw in some abuses at FTs too, so that his letter catches fire. I'm surprised you couldn't see through that.

Bro, you missed the point by a mile. We are bringing in foreign doctors from 3rd world countries to address the shortage. If we are self-sufficient this would not be an issue and that father would not even pen that letter. No logical person is going to say that my daughter deserves to go above someone with superior grades.
I will share with you something has been in place since the late 70s. There is a quota for Malaysians in medicine and their grades are tabled within that quota and unlike foreign universities the fees are similar to locals. Many of them have returned to Malaysia after serving their bond.
