NSFs and NSmen are pretty versatile. For that little allowance each month, they can do anything from fighting wars to being ushers at funerals, packing goodie bags and now, serving as transport ushers for train breakdowns. NSmen don't have to be paid extra, since their allowance is meant for 24-hour duty.
I now see why Desmond Quek was such a brilliant scholar. Nobody else came up with this brilliant idea of getting NSmen to help out for free. It would have cost SMRT a lot of money to charter extra buses and bus-drivers, all of whom are selfish and demand to be paid extra.
