Well, in my opinion, of course non-Chinese can be PM. In fact, non-Chinese has been holding important Ministerial Posts.

Look at Jayakumar, at one point in time, he was Law Minister and also Foreign Affairs Minister!! These 2 Ministeries especially MFA are pretty important. Even MFA Perm Sec is Indian (although he looks and sounds very Chinese). Tharman is Minister for Finance and Shanmugam is MHA and Law Minister!! These are important Ministeries.

Non-Chinese are ready. But I am not sure if the older generation of Chinese are ready to accept a non-Chinese as PM. For the younger generation < 40 years, it should be ok.
