There is no other sector in the economy that is easier to manipulate than the property sector in order to massage the GDP figures.
To make the GDP figures look good, housing prices needed to shoot up. For that to happen, demand must be created. Nature has not been kind to this island. It is not a place attractive to recreational property investment, no matter how we try to beautify it.
Locals aren't reproducing enough to generate that kind of demand. Without nascent demand, foreigners won't buy in.
To generate that demand, we opened the floodgates to these so called 'foreign talents'. In order for the 'foreign talents' to afford properties, we make the law easy for them to displace locals of their jobs.
