I can see this 2 different case and the reason why the sentence seems illogical. In actual fact it is a very logical sentence
. The jobless man steals from mosque a sacred place, causing the mosque to lose $32 whereas the PRC thrash is helping the gov to issue cert to other foreign thrash, hence cheapo companys can hire them..see it
