Brigadier-General Cai Dexian will take over Major-General David Neo as Chief of Army on Mar. 21, 2025, the Singapore Armed Forces (SAF) announced.

This is part of the continuing process of leadership renewal in the SAF, said the Ministry of Defence (MINDEF) on Feb. 25.

Cai joined the SAF in 2003 and is an armour officer by vocation.

He has held various senior command and staff appointments within MINDEF and the SAF.

When Cai was 27, he was deployed to Afghanistan for a six-month tour, serving in the Multinational Coalition Force.

At the end of his stint, he became the first Singaporean to receive the Bronze Star Medal, an American military combat decoration given to those who displayed heroic or meritorious achievement or service in a combat zone.

Neo joined the Singapore Army in 1996, and on Mar. 10, 2022, became the first Commando officer appointed as Chief of Army.

Under his leadership, the Singapore Army maintained high operational readiness, expanded its range of capabilities, and enhanced its interoperability with government agencies, said MINDEF.

Neo also helped the Singapore Army resume and expand local and overseas integrated, large-scale training and live-firing after the Covid-19 pandemic.

He was at Stanford University 2003 to 2006
He attended the US Armour Basic Officers Course in July to Dec 2007.
He was an Armour platoon and company commander June 2008 to Dec 2010.
Brigade Ops Officer, then CO of an Armour battalion.
To go from RI to Stanford University without the 2 to 2.5 years serving NS, he is probably a scholar.
It looks like his career path was very well planned.

To go from RI to Stanford University without the 2 to 2.5 years serving NS, he is probably a scholar.

Of course, the SAF top brass are almost always SAF overseas scholarship recipients.

Is that combat zone a war zone?
If yes he deserve some respect as a non paper General and deserve to be the coa.

Basically it’s the same. Perhaps only the size and area. Combat zone is considered frontline.

Need to go to a war zone with high danger then return as a honourable soldier to be a coa.
 
Medals of honour are given to soldiers who exhibited valour and courage in a combat or battle situation.

So which war did our generals fought to earn this honour?

Seriously if there is no war or need to go thru difficult approving procedures to go to war and dodge some grenades and bullets, create it.

If I'm in charge, I will create an audition of a simulated war with real firearms for any saf regulars of any rank to participate. Last man standing can be the coa.

I believe besides his intelligence, capability, fitness, qualifications and personality, he was given almost all the relevant opportunities and experience, as well as education, and attendance at the Indonesian Command and Staff College.
He had numerous excellent opportunities before age 40.
I speculate that he will be the next Chief of Defence Force, when the current CDF is moved to another opportunity in March 2027.
