They hide in corners and sometimes blend with the crowd to await unfortunate cigarette butts throwers. Yesterday I saw the NEA at work while on my way to Ang Mo Kio Bus Interchange. When I was at the carpark beside the interchange, I saw a man,after finishing his last puff of the cigarette, looking for a dustbin to put away the butt. But there was none to be found. so he threw it onto the ground.
As soon as he did that, two men suddenly appeared from the corner of the building and announced that they are from NEA and demanded his identity card. The man was visibly stunned but reluntantly handed over his IC for the officers to record his particulars. He was issued a summons.
The man showed me that summons as he was illiterate. I read it and it said that he has committed an offence under 17(2) of the Environmental Public Health Act for throwing a cigarette butt in a publc place. He was ordered to pay a compound fine of $300 or be charged in court.
Later I learned from the bus drvers at the interchange that the NEA officers are ambushing there everyday and at least 30 people are caught in any day.
