NEA seeks your views on the proposal that the mandatory disposable carrier bag charge of 10 cents per bag at all supermarkets in Singapore...

NEA will be wrong to presume that a charge of 5 or 10cts for plastic bags will save our environment. It will not, as shoppers will need something to carry their goods, at times small & other times large, will not mind that charge, as it is a need. Once used, they will probably RECYCLE back the plastic bag by placing waste material into it & then THROW it into the bin. As long as it is trash, it will not save our planet or environment. Plastic takes a thousand years to degrade into natural compost.

Instead, MAKE every manufacturer/ importers of plastic bags to sell their plastic bags at 10cts extra per bag. It will not hurt them as they will simply pass the cost to consumers, but however, it will drive their costs skywards as initial outlays. Currently a pack of 10 medium size plastic bags cost $3 at wholesale prices. With the added NEA surcharge, it will cost $4. Consumers, especially shops & supermarkets whom buy in thousands given FREE to customers will scream & forgo plastic bags instead.

It may spell the end for plastic bag manufacturers, but if they are innovative, they can retool & manufacture bio-degradable bags instead which will not harm our environment, or research for cheaper & better bio degradable materials as bags & sell it to distributors, as there is a need for bags & is a huge market, even alone in Spore, not counting the World.

What’s the actual cost of each plastic bag? If it’s like 5 cents and consumers get charged 10cents, that’s 50% margin !
 
NEA is missing the forest for the trees in front by focusing upon consumers rather than the 'big fishes' - plastic manufacturers.

Should NEA think it can save our environment thru implementation of additional costs directly to consumers would only backfire as they do need plastic bags to contain their purchased products, & would not hurt the pockets as it is only a few cents more. Such bags will then end up either in trash cans for landfills or worst-into streets & seas. It will take a thousand years for plastic to decompose & thus a danger to Humanity when such plastics keep piling up - every second 10s of such plastics are created. In 1 year, that's 31,536,000 seconds.

Furthermore, implementation & enforcement upon consumers to save our environment would be a nightmare as there are far too many Humans to watch over. Thus, the effective focus should be upon the 'big fishes'.

Plastic is a downstream byproduct of fossil fuel - crude oil & natural gas, where ethane & propane are refined into ethylene & propylene thru chemical processes and then combined to form polymers of which plastic is derived from. Petrol-chemical plants mostly sell the ethylene & propylene in barrels to plastic manufacturers whom go on to create the several types of plastic bags & other plastic products for mass consumer use.

Singapore is a biz friendly environment since independence. Biz entities support would be needed to save our planet & future. Plastic manufacturers would be the ones to implement the 10ct rule upon each plastic bag they sell, & that 10ct would be refunded to the govt for environmental safety research, implementation of policies & enforcement. It would not harm the manufacturers or importers as they will pass on the costs to consumers. It may or may not deter consumer habits with such additional costs, but the refunded 10cts would give govts time to research & find better alternatives to plastic such as bio-degradable bags for consumers, etc.

There is not much time left for Humanity. Every second we are harming our environment & time thru the use of fossil fuels & its byproducts. We may not be able to fully ban such use, but we can LIMIT it. We need to look at the source of our planet's woes. The clock is ticking..

 
In other countries, consumers can bring empty plastic bags to the malls and deposit them into the machine and get back small change.
How about in Singapore?

In problem solving, one must not, never, ever use a simple immediate solution that will only eventually lead to a BIGGER problem later on.

Humans are Beings of habit. They can only support gradual changes over time & never immediate. Without majority support, any policy would be useless & unenforceable. Immediate LIMITING of cans & plastic bags would is simple & easy, but then it would cause widespread displeasure & even suffering to many, from manufacturers to workers, to consumers & then the fabric of society. There would be outcries on freedom of choice, not to mention the economic impacts of such limits which would spiral prices & inflation upwards based upon laws of supply & demand.

Cans are not an issue, as it can be easily recycled. The problem are plastics, which are a derivative of fossil fuels. Fossil fuels cannot be banned but only to be limited, as even EV cars need fossil fuels to be supplied to power stations to generate electricity to charge the vehicles. So too its downstream derivatives such as plastics, which is not just for plastic bags. It can be found as containers for your shampoo, to resuscitators in hospitals, & even water containers on space station ISS due to its lightweight.

Humanity knows how harmful fossil fuels are to our planet. If such use are unabated, then eventually we will reach the 'Rubicon Threshold' - point of no return whereby whatever we do or try, the planet is irreversibly harmed, nature changes will no longer be gradual but exponential, & each Human will be out for themselves only to survive, the destruction of civilizations to a dystopian future akin to the depictions seen in the Mad Max movie series.

Fortunately, we are close but not yet reach the Rubicon Threshold. There is still time, but we have to make effective changes NOW, before it is too late, to save our environment. As we still have need of fossil fuels, it will take time to replace such fuels. Already, within a few short years, we have scientific advancements such as alternative fuels - evolutionary solar, hydro energy, lithium ion batteries, solid state hydrogen fuel cells, etc. Similarly, we can do the same for plastics, to find bio-degradable materials to replace it, but it will take time, to save biz entities to retool, workers jobs, consumers need & societies.
