Who's The Diva? What has National Day stuff got to do with The Diva?
In the Sinkie context, it's not just any diva.
We're talking about Pinky, The Diva.
When he was the third prime ministar, he would have had the permanent secretaries of relevant ministries provide him with the necessary materials for the National Day Message (abbreviated as NDM) and National Day Rally (abbreviated as NDR) about THREE months in advance.
After gathering the required information, he would then have the secretarial pool under the direction of his principal private secretaries compile the materials into a draft of the NDM and the hourslong speech of the NDR.
There could be as many as twenty drafts before the final NDM and the speech for the NDR appeared in so-called "production-ready" form. That's Diva's behaviour.
He would instruct his coterie of minions (a.k.a. ministars) not to disturb him while he went through each of the twenty or so drafts during office hours. He would delegate all decisions pertaining to matters of the state to his deputies.
He would also run through the drafts with his Queen (a.k.a. Ho Jinx). If his Queen found fault with them, they would be sent back to the secretarial pool where his many secretaries would coordinate with the ministries for further checks and/or more information.
The above process would go on ad nauseum until both he and Queen Ho Jinx approve the draft. Queen Ho Jinx's approval was and still is very important. Up till now she is the real decision-maker for the fate of Sinkies and Sinkieland rest on her.
That's why the above process took about three months.
Next came the interesting part.
The telecast of the NDM that Sinkies see on their devices actually went through many rounds of recordings and NG (No Good) cuts. The final version is recorded at least a month in advance of the actual telecast.
For the NDM, Pinky would stand in front of the cameras while Queen Ho Jinx would watch his performance from a distance. We wonder how the Queen managed to find time to attend her husband's recording session when she was still the CEO of Temasick.
For an NDM of a particular year, the filming crew spent almost five days just to record the NDM of less than thirty minutes. What does this tell us about Pinky? He wanted to look perfect in front of the world. It was not about the future of Sinkieland or of Sinkies. It was ALL ABOUT HIM.
Now, about the hourslong NDR speech.
As Sinkies already know, there's no pre-recorded video for the NDR speech. It's a live telecast.
What did Pinky do?
He would get Queen Ho Jinx and some of his porlumpars (a.k.a. sycophants) to actually sit down and listen to his speech.
These rehearsals took place during his office hours and as was his custom, he delegated his responsibility of running the country to his deputies. He didn't want to be disturbed during his rehearsals. Remember what I wrote earlier? His performance at the NDR speech was more important than the future of Sinkies. Oh yes, the state hired for Pinky a language coach for each of the three languages he was going to present it in: English, Mandarin Chinese and Malay.
Furthermore, these three coaches are native speakers of the respective languages. For English, the state hired a native English speaker from the UK; for Mandarin Chinese, a native Chinese speaker from China and so on.
These three language coaches also proofread and made corrections to the written NDM and NDR speech such as grammatical mistakes. They suggested phrases that native speakers would understand. Mind you, they each had to correct at least twenty drafts before the final version was deemed "production ready".

The Chinese, Korean and Japanese governments know that Sinkieland is not a native English-speaking country or a Mandarin Chinese speaking one. The world knows that if you wish to learn Mandarin Chinese correctly, you need to learn it from a native Mandarin Chinese speaker.
Based on what we know, billionaire Jim Rogers who moved from the US to Sinkieland, had his daughters learn Mandarin Chinese from a native speaker, that is, no Sinkie born and raised locally was hired, even though they may be super-proficient in the language.
