Thailand to take on Singapore with $8 bil airport overhaul

(May 29): Thailand is seeking to take on Singapore’s dominance in aircraft maintenance, repair and overhaul with a US$5.7 billion ($7.9 billion) upgrade of a Vietnam War-era airport.

Lockheed Martin Corp.’s Sikorsky Aircraft is the latest company to study a possible increase in MRO spend in Thailand in the wake of the planned revamp of U-Tapao International Airport, said Ajarin Pattanapanchai, deputy secretary general of the nation’s Board of Investment. In March, Airbus SE signed an agreement with Thai Airways International Pcl to evaluate the development of MRO facilities at the civil-military airport near Bangkok.

"Singapore is quite tight right now," Ajarin said in an interview at Bloomberg’s Toronto office on May 25, during a visit to Canada to woo investment. "To catch up with the demand of airlines in the region – especially new demand from Myanmar, Vietnam, Cambodia – and given that we have existing strengths with automotives and engineering, Thailand will be the second choice to be the MRO hub."

The airport project is part of junta leader Prime Minister Prayuth Chan-Ocha’s goal of boosting the economy, whose expansion has lagged behind neighbors since the military seized power three years ago. It’s also a key component of a plan to invest 1.5 trillion baht ($60.9 billion) between 2017-2021 to develop the country’s eastern seaboard.

Apart from the airport in the Eastern Economic Corridor, the plan calls for US$4.5 billion investment in high-speed rail, US$11.5 billion for new cities and US$14 billion for industry. The government will control and maintain the airport and a port. Other projects will be public-private-partnerships or privately held.

"I am confident we can make it," Ajarin said, referring to raising the funds. The government has already allocated its budget for 2017, she said, declining to provide a figure for the administration’s outlay on the corridor or an estimate of the MRO business Thailand is targeting.

Foreign-direct investment has revived after sliding following the coup, especially in digital and high-technology sectors, Ajarin said.

She gave as an example Toronto-based Canadian Solar Inc., which applied for a license in 2015 and opened its Thai factory two years later. Among electric vehicles, a "big player – but not Tesla – is waiting to come in," Ajarin said.

FDI increased to US$8.6 billion in 2016 from US$2.7 billion in 2015, according to data provided by the Board of Investment.

While the board offers incentives to foreign companies such as tax sops, it remains unclear how quickly the Thai government can implement its ambitious vision for the eastern seaboard given the scale of the project.

Challenges include a shortage of skilled workers, as well as concern that Thailand is prone to harmful episodes of political volatility.

Ajarin acknowledged that the risk of political turmoil is a worry for new investors, but argued that companies have weathered past such bouts.

and it's not that high tech with so many types of useless merchandise. the way they stack boxes of products to be "fulfilled" is a truly f*cking waste of space. the price psf of space in sg is many times more valuable than 696 times boxes sit there to be "fulfilled" per year.

High-ranking officials from Malaysia and China are slated to meet over the next few days to discuss plans for the joint development of Bandar Malaysia and the proposed construction of three new ports facing the Strait of Malacca.

According to a report from The Straits Times, a delegation headed by Finance Ministry Secretary-General Irwan Serigar Abdullah will go to Beijing later this week to talk with firms potentially taking part in the massive Bandar Malaysia project that will house the country’s terminus for the upcoming High Speed Rail (HSR) that will connect Singapore with Kuala Lumpur.

Officials privy to the matter revealed that Tan Sri Irwan, who was assigned by Prime Minister Najib to take charge of Bandar Malaysia, is anticipated to hold talks with major Chinese entities regarding their possible involvement in the 97ha Bandar Malaysia project.

These include Chinese mega conglomerate Dalian Wanda, property developer Greenland Group and state-owned firms like China Overseas Land and Investment.

In December 2015, a consortium consisting of Iskandar Waterfront Holdings (IWH) and China Railway Engineering Corp (CREC) agreed to purchase a 60 percent stake in Bandar Malaysia from a unit of the Ministry of Finance for RM7.41 billion. It also paid a 10 percent down payment and secured the role as the master developer.

Meanwhile, a 35-strong delegation led by Beijing’s Public Security Minister Guo Shengkun is set to hold negotiations on Thursday (1 June) concerning the financing and implementation timeline for the proposed Melaka Gateway port and another harbour at Carey Island in Selangor.

Also up for discussion is the proposed dedicated RM30 billion energy port in Perak’s Bagan Datoh area, which is envisioned as an oil pipeline that will run across Peninsular Malaysia until Bachok, Kelantan.

The high-level Chinese delegation will be discussing these infrastructure projects with Malaysian Deputy Prime Minister and Home Minister Ahmad Zahid Hamidi and other local officials, and both governments hope to sign agreements later this year.

Actually, i am looking forward to the completion of this project in Malacca. I have a soft spot for Malacca and will certainly move there if the infrastructure development and maintenance show quality.
