Article 16 of the constitution of Singapore clearly states that no citizen of singapore shall be discriminated on the grounds of place of birth for admission into any educational institution.
Yet, the MOE and all unis and most polys RESERVE admission places to non-singaporeans, i.e. FT students. A precentage of places and seats in many programs in NUS and other institution of higher learning are specifically reserved for FT students. Singaporeans ARE NOT ALLOWED to apply to these places. That is why in every cohort, you will see that qualified singaporeans are declined but FTs are allowed to be admitted. My friend's daughter was declined for admission to NUS pre-med dispite 6 As in her "A" Levels, and so were other friends who had even better scores. They were told that some seats have to be reserved for FT students, and hence, there is not enough remaining seats to give to all the singaporeans who are qualified. Therefore, singaporeans are clearly being discriminated because they were born here.
In addition, almost all FT students are given some sort of NUS or MOE scholarship, where as the percentage of singaporeans getting scholarships is very much less than FT students. This again contravenes article 16 b whereby no discrimination must be made against a singapore citizen when it comes to financial aid. If FTs are given scholarships, so must all singaporeans.
I would like to see one of the oppo parties who are advocating a singapore first policy to gather parents who have seen their children discriminated against in this way to start a class action lawsuit against the MOE. WIn or lose, it will bring to light this travesty. Now is the time to do it, with a Presidential election looming. The PAP does not want to see an electoral backlash against their chosen one TT.
