It is not known who she is referring to when she talked about “a small group” of Singaporeans dominating public discourse.

She also did not explain exactly in what way some netizens have made the “majority” uncomfortable.

Interpretation of "majority"?
Does it refer to larger portion of population which largely consists of FT & Family??
Or perhaps a measure within the ruling party???

There is no reason for Singaporeans to remain silent.
We want FT numbers to fall so as to lessen pressure on transport system, inflationary demand, etc.

What does she mean small group? Nearly every Tom , Dick and Harry are saying how bad the influx of FT are in SG. The only ones that said that the influx should increase are the small group of people who exploit the cheap FT and make them work like slaves.

Exactly. Minister is projecting a reassuring image to the audience (of that event) that:

• PAP is still highly supportive of FT
• PAP will do all that this necessary which includes pro-PT programs in all forms of media to systematically change Singaporeans' thinking
