Mindef's budget is going up to $20 billion next year as a result of this nefarious scheme.

How they arrive at $4.5 billion is anybody's guess.

As I always critic that Mindef budget too big. Need to be cut by 30~50%.
SAF yearly budget is the biggest compare to other ASEAN country. Even more than Indonesia budget where population is 200million and land area 1000 times bigger.
Some money may be pocketed when buying weapon as commission.

Of course, the defense industry is a huge financial sinkhole. Wasn't there a case of accounting irregularities at Mindef? That's the tip of the iceberg.
