As far as I remember and this is the case for many of these western countries, when it comes to government scholars, as long as you go home and do not become an academic in their countries, they give you the certificate. Big corporation CEO daughters and sons also get privileges. It is the scholar that has no government or strong corporate strings attached, who is the true scholar. I know of quite a few government scholars in my time that failed exams and did badly while someone I know well, cruised to the top on merit-based scholarships of low monetary value.

Political candidates in Europe and USA would have to attend grooming courses to help them with social decorum. They are after all trying to get elected as public figures.

I find it pathetic that a Cantonese (judging from his surname Chan) cannot even speak Cantonese to this woman. The reporter/cameraman is speaking in Cantonese to this woman, and she is replying in cantonese. Both are fluent in this dialect. Than the General jumps in and starts talking Mandarin? WTF. The whole stadium is filled with people who are not from that area, and were bused in from other areas and given free food by the PAP grassroot idiots. Busy people who have to work for a living don't have time for this shit.

A reasonable individual would expect a relatively smart individual should speak better and proper English if he or she has spent 3 years studying at Cambridge or any other university in an English speaking country.

I did not even spend a day at a foreign university, and with respect, my spoken English has been almoat devoid of "Singlish"
