Fauwaz Abdul Aziz | Aug 29, 08 9:30pm

A Federal Reserve Unit (FRU) personnel said today the knock he suffered on May 27 after being allegedly hit by a car driven by mechanic Chang Jiun Haur made him so disoriented he did not know what transpired later.

Constable Muhd Firdaus Abdul Rashid was the second FRU personnel to tell the the public inquiry on alleged police brutality held by Human Rights Commission (Suhakam) that he could not remember what happened because of the shock and pain.

Another of his colleague had a day ago made the same claim, saying that he did not know what happened after being hit by Chang’s car. A score of police officers later surrounded the vehicle.

Firdaus, 21, also said he was not in a state of mind to be aware of what was happening to Chang and his passengers after their Proton Wira car screeched to a halt at Bandar Mahkotcheras mahkota fru assault on car sequence 280508a Cheras that night.

Firdaus said he was "in pain", "nervous" and "shocked" as this was the first time he had been hit by a car.

He also said he did not budge from his position and only came to his senses when a senior police officer approached him and ordered him to make a police report of the incident.

"I was shaking... I did not know what to do," Firdaus testified to the Suhakam panel.

Firdaus, who suffered a bruise on his thigh, later said the injury was not severe and the doctor who treated him prescribed only painkillers.

About 1,000 Batu Mahkota Cheras (BMC) residents had taken to the streets in May to protest against a barrier put up by a developer.

Not sure about the time

The structure would have forced commuters to travel an additional six kilometres and pay a 90 sen toll for every trip. It was eventually pulled down after pressure from the residents, civil society and political parties.

BMC residents Lai Wai Chong and Chong Yuan Chun also testified today, pointing out FRU personnel L/Kpl Shahrizan Abdul Rashid as being among those present when the alleged violence occurred.

Shahrizan, L/Kpl Aziri Mohamed and Kpl Sharill Ismail all testified that Chang had acted aggressively when CID and other police officers ordered him to come out from his car.

They also said at that time there was so much commotion they could not tell exactly at what time Chang was pulled out of his vehicle and when he was handcuffed and taken to the police station. They said they had never been placed on duty at BMC before the May 27 fracas.

Sharill was the last witness to take the stand at the Suhakam inquiry.

suhakam nasional human rights day 040906 zaitoon othmanSuhakam commissioner Zaitoon Othman (left) said the panel would go through all testimonies and evidence before coming out with a report and recommendation.

The panel's three-point terms of reference are:

a) To inquire whether or not any law enforcement personnel, in performance of their duty to maintain law and order, had used excessive force during the incident;

b) If there was excessive use of force, whether there was any violation of human rights of any person or persons and, who were responsible for such violations, and

c) To recommend what action to be taken against those responsible for the violation of human rights.
