Actually he no need to spy directly the CID building. He just need to station somewhere, kopitiam or MRT station at junction of Cantonment/Outram/new Bridge Roads which is far from the Complex. The police cars sure have to pass that junction unless they use SGH as short cut.
Low tech surveillance lah. Nowadays just use some iPhone app will do the job.
