SYDNEY (AFP, REUTERS) - Australian police arrested a man who stabbed a woman and chased several others in central Sydney on Tuesday (Aug 13) before being pinned down by members of the public, police said.

The unidentified man had also tried unsuccessfully to stab other people, police said, in an incident that brought the central business district in Australia’s largest city to a standstill in the early afternoon.

"We have a female person with a stab wound to the back currently being treated by paramedics and is en route to a Sydney hospital," police Superintendent Gavin Wood told reporters in Sydney.

He said the woman’s injuries were not life-threatening.

Mr Wood also said the attack appeared to be unprovoked but police were keeping an open mind.

Police were also investigating whether the body of a woman found inside an apartment near where the stabbing took place was linked to the incident, a New South Wales state police spokeswoman said.

Video footage on Twitter showed a young man running across a city intersection and jumping onto the hood of a car, waving what appeared to be a knife.

The man fell to the ground when the car moved and was confronted by a person holding a chair, the video showed.

Other footage showed the man pinned to the ground by several people holding two chairs and a milk crate on top of him.

Police have linked the murder of a woman to a stabbing rampage in central Sydney which left another woman in hospital.

The body of the 21-year-old woman was found in an apartment complex on Clarence Street, a short distance from where a man, identified as 21-year-old Mert Ney, was wielding a large butcher's knife and later restrained by bystanders.

Police said the incident — which they described as "terrifying carnage" — did not appear to be terror related, the suspect had no known terrorist links and he was acting on his own.

Officers are currently searching the suspect's home near Blacktown in Sydney's west.

The ABC understands the man escaped from a mental health facility and police confirmed he had a history of mental health problems.

The injured woman, a 41-year-old who police said was stabbed in the back in a "random attack", remains in a stable condition in Sydney's St Vincent's Hospital.

Reports of a man armed with a large knife on the streets of Sydney first emerged about 2:00pm, sparking a major police operation.

In what police described as "heroic" actions, passers-by and firefighters used chairs, a crowbar and a milk crate to apprehend the alleged offender, before he was arrested by authorities.

Police said the investigation was "live and ongoing".

"He was clearly dangerous and had motive," NSW Police Commissioner Michael Fuller said.

"But it is not currently classed as a terrorist incident, as the investigation continues we will reassess that."

However, Commissioner Fuller said a thumb drive linked to the alleged offender suggested he had "some ideologies" in relation to terrorism.

"[It was] information [on] mass deaths and mass casualties around the world, namely from North America and New Zealand," he said.

"He was known to police but his history was unremarkable."

Channel 7 cameraman Paul Walker, who was stuck in traffic in the area at 2:00pm and spotted the alleged offender running down the street, told the ABC the man was "covered in blood" carrying a large knife.

"He jumped on the roof of the car behind us," he said.

"Then suddenly these firies who were in a firetruck a couple of vehicles in front jumped out.

"They had axes in their hand and were yelling at him to stop, put his weapon down and he just ignored them."

The man then ran down a nearby street.

"Another person [on the street] was screaming at people to get out of the way, the fact he had a knife and the fact he is going to kill you," Walker said.

He said the alleged offender was then knocked to the ground by a member of the public who grabbed a chair and "whacked him".

"Seconds later he was just piled on by quite a few people."

When the man fell he dropped a knife into the gutter.

NSW Police Superintendent Gavin Wood said the man had tried to stab others.

"There has been, again, subsequent to that stabbing a number of attempted stabbings by the same offender," he said.

'These people are heroes'
Superintendent Wood lauded the actions of the bystanders who restrained the alleged offender and called them "heroes".

"They were brave and I can only use that word seriously — they were significantly brave people," he said.

"To approach a person with a mindset of obviously what this person did, with clear evidence of a stabbing previously, these people are heroes."
The man has been taken to Day Street Police Station.

A number of crime scenes have been established and a number of road closures are in place.

The Prime Minister and the NSW Police Minister have praised bystanders who put themselves at risk by tackling a man armed with a knife in central Sydney and holding him down until police arrived.

Armed with nothing more than chairs, a milk crate and crowbar, several men chased the man as he ran up Clarence Street and jumped on the bonnet and roof of a car.

Four of those men — Paul O'Shaughnessy, Luke O'Shaughnessy, Lee Cuthbert and Alex Roberts — said they instinctively sprung into action when they saw the commotion below the York Street recruitment office where they work.

"[He] jumped on a car wielding a knife with blood on it and we were like, 'Wow, what's going on here'," Paul O'Shaughnessy said.

"So immediately, we just got the troops and said, 'Right, let's go and see if we can help'."

He said they ran down through throngs of terrified bystanders fleeing the scene and "just continued to chase the guy while other people were just going away".

"Because obviously, he's wielding a knife. I don't know whether it's an instinct thing or what, but we was like, 'Right, we've just got to try and restrain this guy from doing any more'."

The man was allegedly waving a large knife and then jumped back down from the car roof and into the middle of the road, shouting as his pursuers continued to close in.

They eventually knocked him down with a cafe chair, and then used a milk crate to hold his head to the footpath as first firefighters then police arrived to restrain him.

Mr Cuthbert — from Manchester, UK, along with Paul and Luke O'Shaughnessy — said they were shaken after the incident but did not hesitate to defend their "new home".

A 21-year-old woman's body was found at an apartment complex near the scene and another woman, aged 41, was taken to hospital after allegedly being stabbed by the armed man.

Paul O'Shaughnessy said Luke, whose professional profile states he is a champion Thai boxer, was the "real hero".

"He pursued him the hardest and managed to get a grip of him with another man," he said.

"We just waited for the cops to come. He had blood all over him."

The group of friends, three of whom have come from countries terrorised by men wielding knives, said they had joked about how to handle an attack.

"We talked about it as a team, we said somebody might attack one day and imagine he was in the vicinity what would [we] do?" Paul O'Shaughnessy said.

"For us it was just go and help straight away, don't even think."

Prime Minister Scott Morrison commended "the brave actions of those who were present" and said his "thoughts are with all those who have been impacted by this violent attack".

NSW Police Minister David Elliot said the men had "acted well and truly beyond the call of any citizen".

"Can I also congratulate those firefighters … as having also gone beyond the call of duty," he said.

Channel 7 cameraman Paul Walker, who was stuck in traffic in the area during the incident, told the ABC a group of firefighters sprung into action when the suspect jumped onto the bonnet of a car.

"Suddenly these firies who were in a fire truck a couple of vehicles in front jumped out," he said.

"They had axes in their hand and were yelling at him to stop, put his weapon down and he just ignored them."

Mr Elliot said he would make sure the firefighters got the appropriate accolades and he would "be ensuring everybody knows this is how Sydneysiders respond".

A man who allegedly launched a stabbing rampage in Sydney's CBD, leaving one woman dead and another injured, is expected to be charged with murder later today.
Officers spent hours raiding the home of Mert Ney, 20, home in Marayong in western Sydney this morning following yesterday's alleged attack that sparked a major police operation and left part of the city in lockdown.
This morning NSW Police Commissioner Michael Fuller said the incident, which could have resulted in a "lot more" people dying, was a "live and ongoing investigation".
However he said the matter was still not considered a "terrorist incident".
"This is something that we need to get right," Commissioner Fuller said.
"It may take weeks or months, and obviously one of the key investigative strategies will be interviewing this individual when he's released from hospital, hopefully this afternoon."

Police established Strike Force Lalchere this morning to investigate the circumstances of the attack and its inquiries will be supported by the Terrorism Investigation Squad.
Detectives were seen collecting a number of bags of evidence from the Percy Street house and spent the night gathering evidence across multiple crime scenes.
Yesterday police found a USB stick linked to Mr Ney suggesting he had "some ideologies" in relation to terrorism, and information of mass casualties from North America and New Zealand.
"We are looking closely at any information that he may have on his social media sites," Commissioner Fuller said. "We're looking at his phone records.
"But if you look at his spreadsheet from a criminal history perspective, it remains unremarkable.
"Obviously there is an issue around his mental health … and whether he was a lone actor or part of something more sinister. And again, this needs to be investigated properly."
Mr Ney was apprehended by a group of bystanders and firefighters yesterday afternoon after he was seen walking along York Street with a large butcher's knife.
A 41-year-old woman he allegedly stabbed in the shoulder was found by police inside a hotel.
She remains in a stable condition in Sydney's St Vincent's Hospital.
After Mr Ney's dramatic arrest on Wynyard Street, police found the body of a 24-year-old woman in a nearby apartment block on Clarence Street.

A source close to the investigation has told the ABC the woman was a sex worker.
Police said initial inquiries indicated the man had gone to the unit for an appointment about 1.30pm and was captured on CCTV leaving the building about 1.50pm.
Mr Ney is under police guard at the Royal Prince Alfred Hospital and has undergone surgery for a laceration to his knee. He is expected to be released this afternoon.

Neighbours told the ABC that Mr Ney shared the house with his mother and sister.
One neighbour, Jeff, who did not provide his last name, said it was a "bit scary" when he was watching the news and realised the accused was his neighbour.
"I recognised his face straight away … it's evil, what do you say," he said.

"We thought he was a very quiet computer nerd, quite frankly. He was unsociable. We had very little to do with him."
Mr Ney has a history of mental health problems, drug abuse and homelessness, according to police.
A neighbour told the ABC his mother had been left heartbroken by yesterday's events.
The USB stick and a mobile phone were being forensically analysed, police said.
