Man gets 2 weeks' jail for not reporting death of his sex partner

SINGAPORE: A man implicated in the death of his sex partner, whose body was found in a trolley bag, has been sentenced to two weeks' jail for not alerting the police of the death.

Pee Weai Hong, 33, had admitted that he was aware of the death of 28-year-old Wong Teck Siong on 3 April 2011.

Instead of reporting the death to the police, Pee accompanied his partner, Teo Boon Leong, in the disposal of Mr Wong's body at Labrador Park on that night.

The three men were involved in a love triangle, which started two months before Mr Wong's death.

In the morning of 3 April, Teo had found Mr Wong lying face down in the apartment the three men shared.

Teo told Pee he did not want to report the matter as he had taken drugs and had also ejaculated into Mr Wong's body.

Teo added that the police might also detect drugs in Pee's body.

So, he instructed the accused not to probe further.

Mr Wong's body was found in a black trolley bag along the shoreline of the Resorts World Sentosa construction site on 16 April 2011.

In her judgement, District Judge Jasvender Kaur noted that there was deliberate omission, which is "undoubtedly more culpable than a failure through inadvertence or pure panic".

She said that while Teo, aged 44, was older and made the decisions in the relationship, Pee had known that the deceased's family members were enquiring about him.

Pee was present when they went to the apartment to find out where the deceased was.

The judge said the aggravating factor was that Pee participated in concealing the death by showing Mr Wong's brother a false text message.

She added that the pathologist could not determine the cause of death as Pee and Teo had impeded the course of proper investigation.

These warranted a custodial term.

Pee also admitted to one count of cheating a Mr Wong Teck Seng into believing that the deceased was still alive, by showing contents of a group chat to Mr Wong.

This was taken into consideration for the purpose of sentencing.

Teo, a businessman, was granted a discharge that has the effect of an acquittal in January 2013.

SINGAPORE: A businessman implicated in the Sentosa trolley bag death case has been convicted of 14 charges.

Teo Boon Leng, 45, was granted a discharge not amounting to an acquittal on a murder charge in August last year.

On Thursday, he was found guilty of sending false messages, not reporting the death of his sex partner to the authorities, as well as for charges relating to drug consumption, among other things.

The decomposed body of Dylan Wong Teck Siong, 28, was stuffed in a trolley bag and was found two weeks later in the waters off Sentosa on April 16, 2011.

Wong died in an apartment at Keppel Bay Drive, which was shared by Teo and his partner Pee Weai Hong.

Earlier this week, Pee, 33, was sentenced to two weeks' jail for not alerting the police about Wong's death.

The three men were involved in a love triangle, which started two months before Wong's death.

On the morning of 3 April 2011, Teo had found Wong lying face down in the apartment.

He told Pee he did not want to report the matter as he had taken drugs and had also ejaculated into Wong's body.

Teo added that the police might also detect drugs in Pee's body.

Teo also deceived Wong's family and friends by sending false text messages, using the deceased's phone.

The prosecution proceeded on six of the 14 charges, with the other eight to be taken into consideration during sentencing.

A 15th charge relating to intentional omission to provide information to public servant has been withdrawn.

The court will hear Teo's mitigation on 22 March.

Earlier this year, Teo Boon Leng, 45, pleaded guilty to 14 charges. These include sending false messages, not reporting the death of his sex partner to the authorities, as well as for charges relating to drug consumption, among other things. A 15th charge relating to intentional omission to provide information to a public servant was earlier withdrawn.

The prosecution proceeded on six of the 14 charges, with the other eight taken into consideration during sentencing.

In her submissions, prosecutor Jasmine Chin-Sabado called for a deterrent sentence of at least four years.

She told the court that Teo had "a deliberate and calculated plan to conceal the deceased's death", and pointed out that Wong's family and friends have been cruelly deceived into believing the victim was alive.

Also, the prosecutor said Teo is a "recalcitrant offender" as he has had prior drug consumption conviction.

However, defence lawyer Quek Mong Hua urged the court not to impose a "crushing sentence which is unfair to Teo". In his mitigation plea, Mr Quek spelt out how Teo grew up in a dysfunctional, low-income family but still managed to change his fortunes to become the boss of a firm with a S$20 million turnover.

He said Teo could not deal with the stress of his business and one thing led to another and soon he became dependent on drugs to help him sleep. He also started to indulge in homosexual activities.

Mr Quek said Teo was in a mixed state of shock, fear and denial when he first learnt the death of Wong. In his irrational state, he decided to hide Wong's body.

The defence added that Teo has had ample opportunity to reflect on his actions. He said Teo, who is facing bankruptcy, is now an exemplary Christian.

Listing testimonials from friends and Teo's church, Mr Quek said his client is truly remorseful and "is fit to be released back to society".

The district judge is of the view that the sentence should be in the middle ground and ordered Teo to be jailed for three years in total. This means Teo, who has been in remand for two years, will soon be released given the one-third remission for good behaviour.
