Man fined for punching commuter with hearing and speech disability

A delivery man, who punched another with a hearing and speaking disability twice, while they were on board a bus, was fined $2,000 and ordered to pay $300 compensation to the victim.
Chia Boon Teck, 50, admitted to hurting Mr Low Koon Huat, 56, a production operator, on an SBS Transit bus along Boon Lay Avenue on April 9, 2011.
The court heard that Chia had boarded the bus with his wife and 16-year-old daughter in Jurong West while Mr Low boarded it at Boon Lay market and sat in front of the daughter.
Chia got angry that Mr Low kept turning back to look at his daughter and punched him in the eye twice. Chia was reeking of alcohol when the police arrived.
