Explanation from SBS Transit:
We have investigated the matter including viewing the CCTV footage at the station. The person lying on the ground is a commuter who was drunk at that time. A staff had to escort him out of the train when it arrived at Punggol Station, a terminating stop.
As soon as they got out of the train, the man slumped to the ground. Despite repeated efforts to wake him up, he remained in deep stupor and could not be moved. While awaiting the arrival of the Police, barricades were put up around him so that other commuters did not trip over him accidentally. The man responded when the Police arrived and left the station subsequently.
We trust this explains what had happened that evening.

How come Police did not arrest the man for being drunk and incapable? Isn't he a public nuisance to be arrested and charged in Court?
Was he released because he is a foreigner?
