I beg to differ. He had all the time in the world to prepare for the 'debate' There isn't any real debate in our Parliament because ministers are given time to prepare answer for the questions. SL is the impressive debater. She received the dump of e-mails from Vivian and was able to come up with a substantial rebuttal. Vivian was speechless, just keep harping on the same point. He didn't answer her questions.
At the end of the exchange ....Vivian told sinkees that he does not know the difference between a simple spring cleaning and the thorough annual cleaning. And we pay him millions. There is something bloody wrong with our meritocracy system when President Scholars are shown up to be so stupid.

That VB's dossier is merely a pile of self created nitpick "evidence and witness" targeting his "million dollar question" for that "Yes/No answer".
He is crafty indeed only to disseminate them in the very precise moment during that parliament debate.
For sure WP including everyone will be caught off guard.

He is still waiting to be given a heavyweight ministry. Thus far, nothing significant for him.

I think he's super violated the Parliamentary rules--not addressing the speaker, handing out a dossier halfway through, not address Sylvia Lim courteously.

He should formally ask the Speaker for permission to hand out the dossier. Of course, he did not.
If there is fairness to the debate, this surprise deluge of garbage handed out should lead to the Speaker calling for a short recess so that the WP MPs can have time to review the garbage evidence for rebuttal.

“With your permission Mr Speaker, I will distribute a summary sheet that identifies the reserve locations being opened and those being vacated.”

It was not clear from that wording quite when the intention to distribute was, but clearly significant numbers of Members had not received a copy of the tri-service site summary by location, which is a detailed piece of information on one sheet. It was, however, apparently available to members of the media. I hope that the Secretary of State—[Interruption.] Order. I hope that the Secretary of State can clarify the situation, but on the face of it, it is a very considerable discourtesy to the House of Commons, and I hope he can either prove it is not, or if he recognises or accepts that it is, I am sure he will be gracious enough fulsomely to apologise to the House of Commons.

And with the PM saying that VB's position as expressed in parliament is that of the cabinet, it also means that the cabinet went through at least a couple of times, and asked a couple of questions, just to make sure that the document is porous-free. You do not need much brain power to recognise how much effort has been put in to score a couple of political points.

More importantly, why did VB not say that he represented the govt's viewpoint when summarising pompously at the end of the 'debate' - he gave the impression that HE was the one not letting go of the matter. Then it would have been a different ball game from the beginning.

It is clear now that the minister don't even know his own file - he doesn't know the difference between spring cleaning and annual cleaning. He doesn't know that the NEA cannot dictate when the annual cleaning is done. He doesn't know that you don't need scaffolding to cover the hawker stalls. He doesn't know basics like how contractor will not want to spend on scaffolding which cost more when using ladders could do the job. He doesn't know that the customers (hawker) cannot dictate to the contractor (hired to cover the stalls) how to do their job.

Since the whole cabinet approved of the dossier, it can be concluded that the whole cabinet is made up of imbeciles. Simple stuff like the above is beyond their comprehension. They don't even know basic business management. And they are entrusted to run this country. God save sinkapore!
