Likely explanation: One can see only with his right eye as he got poor eyesight in the other eye. One got good eyesight in his left eye but blinded in his right eye. Looks like the Police and LTA have been given strict instructions to condone jaywalking and cycling against the flow of traffic by foreigners. The reasoning is that if these foreigners are caught they will be traumatized and productivity will be affected. Imagine if a pinoy woman is caught for this offence along Orchard Road, her Bangla bf will have to fork out the fine making him poorer. Similarly ahneh and PRC chinks will be aghast if they are caught breaking traffic rules. So, in the spirit of integration, our authorities are kindly overlooking foreigners' transgressions.
