俗稱「空軍一號」的總統專機，機齡近20年，歷經扁、馬及小英3任元首，近來出現發電機故障，已不堪使用，空軍送交華航維修，卻又傳出故障的是發動機，也就是俗稱的引擎，評估已達必須更換新品才能確保飛安，空軍卻疑似因新品費用高昂，堅持要用維修的方式解決，為此一度和華航相持不下。
由於各國同機型客機近來飛安意外頻傳，總統飛安等同國家安全，何況外國元首及使節也會搭乘，一旦發生意外，後果難以想像，軍方切不可輕忽。
8月23日，總統蔡英文前往金門太武山忠烈祠主持823砲戰61週年紀念儀式，由國安會祕書長李大維、國防部長嚴德發、交通部長林佳龍、內政部長徐國勇、陸軍司令陳寶餘上將等人陪同，向殉國將士表達緬懷之意，並強調捍衛中華民國的決心。

當天蔡英文和文武高官同行飛往金門的班機，就是俗稱「空軍一號」、由波音公司出廠的737-800總統行政專機，但空軍上個月針對機齡已19年的總統專機進行例行性保養，赫然發現配置在左右2顆引擎上的其中一具發電機故障，急忙委由華航維修，華航費了一番工夫修復後，才讓空軍一號歸隊執行任務。
本刊掌握，空軍一號發電機修復過程，一度傳出華航與空軍意見不同，負責維修的華航人員質疑，經檢測從總統專機拆下來的發電機，內部已被打爛，沒有維修價值，若硬要修，連工帶料將非常昂貴，光是維修費用就達800萬元，已超過新品價格的一半，最後若修不好，費用還得由華航自行吸收，根本不敷成本。

此外，華航維修人員採高標準檢視，認為總統專機飛安豈能當兒戲，就算修好，也無法確保還能再用多久，因此建議空軍買新發電機更換，或送回原廠評估是否值得維修，以確保總統專機飛安無虞，但空軍不知何故，並未接受華航的建議，仍堅持要把發電機修好，最後華航基於客戶的要求，只好全力將發電機修復。

總統府則說，發電機已修復，尊重空軍的專業判斷。華航則表示，該公司是亞太地區最具規模的專業修護團隊，獲多國民航機關飛機修護認證，除自有客、貨機外，亦提供空軍一號總統專機的例行維護服務，並擁有國、內外超過40家客戶。華航堅持以嚴謹的工作紀律及品質保證的態度，提供妥善、可靠的維修服務。
