俗稱「空軍一號」的總統專機,機齡近20年,歷經扁、馬及小英3任元首,近來出現發電機故障,已不堪使用,空軍送交華航維修,卻又傳出故障的是發動機,也就是俗稱的引擎,評估已達必須更換新品才能確保飛安,空軍卻疑似因新品費用高昂,堅持要用維修的方式解決,為此一度和華航相持不下。
由於各國同機型客機近來飛安意外頻傳,總統飛安等同國家安全,何況外國元首及使節也會搭乘,一旦發生意外,後果難以想像,軍方切不可輕忽。
8月23日,總統蔡英文前往金門太武山忠烈祠主持823砲戰61週年紀念儀式,由國安會祕書長李大維、國防部長嚴德發、交通部長林佳龍、內政部長徐國勇、陸軍司令陳寶餘上將等人陪同,向殉國將士表達緬懷之意,並強調捍衛中華民國的決心。

當天蔡英文和文武高官同行飛往金門的班機,就是俗稱「空軍一號」、由波音公司出廠的737-800總統行政專機,但空軍上個月針對機齡已19年的總統專機進行例行性保養,赫然發現配置在左右2顆引擎上的其中一具發電機故障,急忙委由華航維修,華航費了一番工夫修復後,才讓空軍一號歸隊執行任務。
本刊掌握,空軍一號發電機修復過程,一度傳出華航與空軍意見不同,負責維修的華航人員質疑,經檢測從總統專機拆下來的發電機,內部已被打爛,沒有維修價值,若硬要修,連工帶料將非常昂貴,光是維修費用就達800萬元,已超過新品價格的一半,最後若修不好,費用還得由華航自行吸收,根本不敷成本。

此外,華航維修人員採高標準檢視,認為總統專機飛安豈能當兒戲,就算修好,也無法確保還能再用多久,因此建議空軍買新發電機更換,或送回原廠評估是否值得維修,以確保總統專機飛安無虞,但空軍不知何故,並未接受華航的建議,仍堅持要把發電機修好,最後華航基於客戶的要求,只好全力將發電機修復。

總統府則說,發電機已修復,尊重空軍的專業判斷。華航則表示,該公司是亞太地區最具規模的專業修護團隊,獲多國民航機關飛機修護認證,除自有客、貨機外,亦提供空軍一號總統專機的例行維護服務,並擁有國、內外超過40家客戶。華航堅持以嚴謹的工作紀律及品質保證的態度,提供妥善、可靠的維修服務。
