The stop at 2 was not specifically for Malays. Many people were underprivileged then, including the Chinese , yet many of these had large families. Graduate Mother scheme would have probably resulted in a Chinese bias but then again it was not targeting Malays directly. I would say though that the government of the day didn't want the population mix to change drastically. This policy of course has now been dumped.
The campaign showed how inadequate the PAP was. It was meant for the Malays. Yet no one dared to say this openly. Why have the campaign then? Trying their luck that the Malays would kuai kuai stop at 2 while the Chinese go on a spree? Stupid.
