This is not Presidential system like USA. In USA, the President is elected directly by the citizens. In Singapore, the PM is an elected MP, not PM. He is PM because of his popularity in the party to which he belongs. It means the power struggle in the party is important. As a new PM, he needs the support of his party members. It's the party members who put him in power, not the citizens. The citizens put the party in power. If more party members support Black Mamba, Black Mamba can also become the PM.

It's not dissimilar to 洪興 appointing 話事人.
