Yes, they are married with children.
The only exception is Sinkie Prime Ministar Lawless Wong, who is married twice with no children.
The reason that his first wife divorced him is that he is unable to father (a.k.a. beget a.k.a. reproduce) children. According to people who have knowledge of his medical condition, Lawless Wong's immune cells attack his own sperm. Given the current level of medical science in this world, there is no way to treat men like him.
His first wife had brought up the subject of adoption but he refused to consider it. Lack of time to look after children, he said.
But which man in this world has extra time when he has children? Ask Pinky, Wooden Goh, Heng Swee Swee, Cotton Chan et.al. how they managed to juggle work and children.
Lawless Wong has our sympathy but refusing to adopt reveals a rather dark side of him.
What is his dark side will be revealed in the coming years as he governs Sinkieland but one thing is for sure, his messages and exhortations to Sinkies to have children (or more children) will ring hollow.

According to Chinese tradition, which is heavily influenced by Confucius, Mencius et. al., a man who does not beget/produce children, especially male heirs, is first and foremost guilty of being unfilial to his parents and ancestors.

Now Old Fart a.k.a. Lee Con You, a fake Confucian scholar who didn't know an iota of classical Chinese language and wasn't a scholar of ancient Chinese philosophy - and thus was unable to interpret for himself the teachings of Confucius, Mencius et. al. - insisted that the family unit is the [sic] building brick of society.
A married couple without offspring is no family unit at all, based on centuries of Chinese tradition.
