More beggars picked up due to increased awareness, surveillance

SINGAPORE : More beggars are being picked up on the streets of Singapore, largely because of increased public awareness and stepped-up surveillance, said Community Development Minister Vivian Balakrishnan.

He said the number is 60 so far this year, and close to half of them are foreigners.

The average number of beggars picked up each year, over the past three years, has been 85.

Dr Balakrishnan noted that Singaporeans who need help do not have to beg.

They can turn to various sources of aid including Community Development Councils, Family Service Centres and voluntary welfare groups.

The minister was giving a written answer to Nominated MP Laurence Wee. - CNA /ls

Minister for Community Development, Youth and Sports Vivian Balakrishnan said of the 60 beggars who were picked up in the first five months of this year, close to half of them were foreign beggars. Replying to a question from Nominated MP Laurence Wee in Parliament, Dr Balakrishnan said the number of people found begging in Singapore fluctuates from year to year.

From 2006 to 2009, the average number of beggars picked up was about 85 yearly.
Due to increased public education efforts, MCYS has received more calls on the ComCare Call line alerting us of beggars in the streets. 'We have also stepped up our surveillance patrols. These have resulted in the increase in the number of beggars picked up,' he said in his written reply. Begging is an offence in Singapore under the Destitute Persons Act.

The minister said Singaporeans in financial distress do not have to beg. They can approach the Community Development Councils, Family Service Centres or grassroots organisations for help. There are many voluntary welfare organisations, religious and civic organisations that provide assistance to the needy too.

If individuals are unsure where to seek help, they can alsocall the ComCare Call line at 1800-222-0000 to be linked up with these agencies. 'Merely giving money to beggars will not solve their more fundamental long-term problems. It may make matters worse by deepening the sense of dependency and loss of dignity. In addition, it will encourage more foreign beggars to come into Singapore to beg,' said Dr Balakrishnan.

Members of the public who come across beggars should inform MCYS promptly so that appropriate action can be taken. The public can also help the needy by channelling donations to registered charities and Family Service Centres where there are trained social workers who provide effective assistance to people who are truly needy.'

Did vivian issued work permit to these foreign talent beggars ?

Or were these beggars clocked under tourist visitors by STB who'd been patting themselves on their backs for increased visitors ?

The answer is very simple. When you go for your walkabouts, do it without the advance party clearing the path or perhaps even go on an unnanounced walkabout.
