Exactly...it all starts with HDB official "Ethinic Integration Policy & SPR Quota Ruling".
Singapore is indeed very a racist country but hides behind this by engineering a "race positive" discrimination" policy eg must have a Melayu President for race harmony & a full cabinet Minister-in-charge of Muslim Affairs
