MANILA, Philippines—More than 400 “volunteer fighters” of the Sultanate of Sulu have arrived in Lahad Datu, Sabah, to reinforce the sultanate’s beleaguered “Royal Security Forces” there, the sultanate’s spokesman claimed Tuesday.

Abraham Idjirani told the Philippine Daily Inquirer by phone that the men, who were all armed, arrived in the eastern coast of Sabah in two groups between March 30 and April 5.

“They went there because of the continued human rights violations of the Malaysian [security forces] on the Filipinos there,” Idjirani said.

He added that fighting between the RSF and the Malaysian security forces erupted on the nights of April 6 and 7 in Tanjung Batu, a village in Lahad Datu. He claimed that the Malaysians suffered “heavy casualties.”

Idjirani said his information came from Agbimuddin Kiram, younger brother of Sultan Jamalul Kiram III. Agbimuddin heads the RSF and is the object of a manhunt by the Malaysian security forces.

WikiLeaks: Libya used Sabah to arm PHL Moro rebels in 1970s

(Updated 6:16 p.m.) Sabah had played a big role in the rise of the Muslim secessionist movement in Mindanao in the 1970s when it was used as conduit in the smuggling of arms from Libya to southern Philippines, according to declassified cables published by WikiLeaks.

According to two cables, former Sabah chief minister Tun Mustapha facilitated the arms smuggling from Libya, then ruled by military dictator Muammar Gaddafi, to Mindanao to arm Moro rebels there in the hope that it will force the Philippines to abandon its claim to Sabah.

A cable dated April 17, 1976, quoted then-Sabah chief minister Tun Fuad as saying that it was “no secret” that his predecessor, Mustapha, supplied arms to Philippine guerrillas.

“He said it was no secret that his predecessor, former chief minister Tun Mustapha, had been running guns and money from Libya's Gaddafi to the Philippine guerrillas,” according to the secret cable written by an unnamed American Embassy official in Kuala Lumpur.

The official reported that “assistance has been provided to Filipino Muslim insurgents directly by Mustapha, by Libya and perhaps other Arab countries through Mustapha, and there is evidence of GOM (Government of Malaysia) agencies collaborating with Mustapha.”

The official added that Mustapha seemed to have resorted to arms smuggling following reports that then-Philippine President Ferdinand Marcos was training Muslims to invade Sabah, a disputed territory. This project failed and eventually led to the killing of 68 to 200 young Moros on March 18, 1968, an event now known as the Jabidah Massacre.

“(Government of Malaysia's) involvement in the southern Philippines was triggered by evidence in 1968-89 that president Marcos was training Muslims for infiltration of Sabah (the Jabidah affair),” according to the cable.

The official also said the Sabah government would not stop arms smuggling unless Marcos gives up the Sabah claim.

“The mission feels that while present Kuala Lumpur government may be less inclined to condone direct assistance to Moro rebels, the government of Malaysia (Mustapha) will not give up possibility of extending such assistance until President Marcos publicly and categorically abandons Philippine claim to Sabah,” according to the cable.

Upon finding out about Marcos' plan to invade Sabah, Malaysia allegedly conspired with Moro secessionist groups to distract the Philippines from the Sabah claim, said Abraham Idjirani, spokesperson of the Jamalul Kiram III's sultanate whose forces are fighting against Malaysian authorities in their stake for the land.

Sabah then instigated an "arms shipping" from Libya to Sulu, Palawan and Mindanao to arm a group of young Moro soldiers which came to be known as the Moro National Liberation Front (MNLF), he added.

After MNLF co-opted with the Philippine government, Sabah then veered their arms shipments to a breakaway group the Moro Islamic Liberation Front (MILF), Idjirani claimed. The MNLF signed a peace pact with the government in 1996. On the other hand, the MILF is now conducting exploratory talks on the peace process in Kuala Lumpur, Malaysia.

"The arm shipments were done to augment the power capacity of the MNLF in fighting against Philippine government. When they co-opted with the Philippine government, they now encouraged the MILF to fight against Philippine government," Idjirani said in a phone interview.

"It is Malaysia who created the Mindanao conflict so that the Philippine government could not focus their attention in pursuing their claim to Sabah," he added.

Reached for a reaction, MILF peace panel chairperson Mohagher Iqbal said he does not want to comment on a "very delicate issue."

As of posting time, GMA News Online was still awaiting for a response on our e-mailed query from the Malaysian Embassy in the Philippines.

Another cable detailing the meeting between former Indonesian ambassador Sjarif Thajeb in a meeting with US State Assistant Secretary for East Asian and Pacific Affairs Marshal Green mentioned reports that the Indonesian government invited Sabah's Mustapha “in order to persuade him to stop supporting Muslim insurgents in Southern Philippines.”

The Indonesian ambassador was then under the “view that problem would be resolved if GOP (Government of the Philippines) renounced its claim to Sabah, but observed that this view (is) 'not yet' communicated to GOP,” according to the cable dated March 10, 1973. — Marc Jayson Cayabyab/KBK/RSJ, GMA News

LAHAD DATU: Ops Daulat will end in a few days time and its operations will continue under Eastern Sabah Security Command (Esscom) said Prime Minister Datuk Seri Najib Tun Razak.

Najib said Ops Daulat will end in name, but police and armed forces will continue to take action until all intruders and their supporters are wiped out.

"No one inside or outside the country will be allowed to jeopardise our security, peace and safety of the country, " he said in Desa Kencana Felda Sahabat Lahad Datu Saturday afternoon at an Ops Daulat appreciation ceremony for security forces.

Najib also announced a special award called Pingat Kedaulatan Negara (National Sovereignty Medal) which will be given to all individuals who served in Ops Daulat.

Earlier on Saturday, Najib officially launched Esscom, which has four key strategic areas of operations.

"These focuses is to make sure that the livelihoods of the people in these areas are secure. We want people to be feel safe," he said after officially launching the Esscom headquarters at the Lahad Datu Marine Police headquarters here Friday.

The first key area of focus is intelligence gathering, which would ensure that any potential threats were identified and neutralised in the Eastern Sabah Security Zone (Esszone) that encompasses 10 districts from northern Kudat to south eastern Sabah. The second was on heightening and improving coastal surveillance on movements within the area.

He said the other two areas of focus was to increase the ability to intercept intruders or people coming into the sea area; and to strengthen the ability to capture intruders who managed to slip into the mainland.

Najib said that Sabah's east coast tourism had been marginally affected, but Sabah's investments remained undisturbed.

He said the government had put in place the Esscom and created positions for Esscom in one month after announcing it on Mar 6.

"The creation of 46 positions, including the director-general post for Esscom within 24 hours, is the fastest decision (by the Public Service Commission)," Najib said

He added that the positions also included the creation of two security forces posts with the rank of Mejar Jeneral and two for the police with the rank of Commissioner.

"Of the 48 positions, 36 have been filled and the remaining will be filled soon," he said, adding that RM200mil has been allocated for Esscom, with further allocations possible if insufficient.

Security is also being tightened up in the Felda Sahabat area, with the involvement of Felda's 100 auxiliary policemen and the creation of four askar Wartania (territorial army reserves) platoons.

As for houses damaged or destroyed during Ops Daulat, Najib said that the government will help to rebuild better homes for the locals, while houses will also be built for those without proper supporting documents.

KOTA KINABALU: The Philippine government is thankful for the release of mayoral candidate Romel Yusuf Matba and 31 of his companions after they drifted to Sabah waters after their boat broke down.

"We are thankful for the Malaysian government and the police for releasing Romel and his supporters after confirming their identities from our government," said Philippines Embassy consul general Medardo G. Macaraig in a statement Saturday.

Matba is a mayoral candidate in the municipality of Languyan, Tawi-Tawi for their May 13 elections.

Macaraig said that all 32 Filipinas arrested in Tambisan near Lahad Datu have returned home.

"Cooperation between Philippines and Malaysian authorities is very crucial, as seen in the case of the inadvertent taking into custody of Matba and his campaign supporters," he said.

Matba and his 31 companions were on the M/L Shernalyn vessel headed from Languyan to Mapun Island, Tawi-Tawi, to join a campaign sortie their boat broke down and the vessel drifted to Sabah waters due to strong winds on April 8.

They were detained under the Security Offences (Special Measures) Act 2012, before they were released on Thursday.

Lahad Datu: Hunt for intruders to continue after Ops Daulat

LAHAD DATU: Ops Daulat is set to end in a few days but the operation to capture the remnants of the Sulu armed intruders and their supporters will continue under the Eastern Sabah Security Command (Esscom), said Datuk Seri Najib Tun Razak.

“The police and armed forces will continue to go all out to get these terrorists and their supporters until they are totally destroyed and until the area is free of all threats.

“We will never allow anyone inside or outside the country to jeopardise this. We will use full force to uphold our sovereignty, independence and territory,” the Prime Minister said yesterday at the Ops Daulat appreciation ceremony for the police, armed forces and other security personnel at Desa Kenchana Felda Sahabat.

He said that since the Feb 12 intrusion, it was clear that Malaysia acted in a firm and dignified manner, resulting in the security forces thwarting the armed attack.

Najib said he would never forget the emotion he felt over the loss of 10 security personnel eight from the police and two from the armed forces and that children lost their fathers and wives lost their husbands while the country lost men who fought for it.

For Esscom to succeed, there should be an integrated and solid cooperation between police, armed forces, other agencies, the Government and the people, he said.

“It is not who gets the glory or who is bigger or more successful. It is about putting the people above everything else.”

“If there are (self-proclaimed Sulu Sultan) Kiram's terrorist supporters who want to try to intrude again, the same fate will await them. Don't take our determination lightly.”

Najib also said the intention of the terrorists was to instil fear in the people.

He added that the people should be brave, not be intimidated by scare tactics and come out to vote.

Najib also announced that a Special Sovereignty Medal, in honour of the security forces serving in Ops Daulat, would be awarded to outstanding individuals.

He also said RM100,000 would be given in Bank Rakyat shares to families of security personnel killed in the operation and RM50,000 to those injured.

He also announced that RM1.5mil under the Amanah Ikhtiar fund would be used to build and repair the 26 homes destroyed or ruined during the operation to get rid of the intruders and another RM2mil in aid for victims.

128 more Pinoys flee from Sabah, arrive in Tawi-Tawi

At least 128 more Filipinos fleeing from the clashes between followers of Sulu Sultan Jamalul Kiram III and Malaysian forces in Sabah arrived in Tawi-Tawi this week, the Philippine Coast Guard said early Saturday.

The Coast Guard said one of its vessels fetched the 128, who included a newly born child, at the Philippine-Malaysian boundary near Taganak in Tawi-Tawi.

"Officials and crew members of PCG search and rescue vessel BRP Nueva Vizcaya (SARV-3502) ... went to Taganak, Tawi-Tawi to transport (the) returnees," it said.

As the vessel crossed Pearl Bank, one of the returnees gave birth to a healthy baby girl with the assistance of Ensign Felix Angelo Angue and Seaman First-class Alvin Balmonte.

The baby girl and her mother were brought to the nearest hospital for further medical treatment while the other returnees were turned over to the Department of Social Welfare and Development.

Many Filipinos in Sabah fled their homes to avoid being caught in the clashes between Kiram's followers and Malaysian forces.

Both sides engaged in a three-week standoff since February. The standoff ended with deadly clashes March 1 and 2. The clashes prompted offensives by Malaysian forces since March 5. — ELR, GMA News

Ops Daulat, the Malaysian government's operations to flush out followers of Sulu Sultan Jamalul Kiram III from Sabah, may end in a few days' time, Prime Minister Datuk Seri Najib Tun Razak said Saturday.

Speaking at an appreciation ceremony for security forces, Najib said the operations will continue but through the Eastern Sabah Security Command (Esscom).

"The actual fact is that 'Ops Daulat' will end but all police and military actions that are necessary are taken, until all the terrorists or their collaborators are eliminated totally," he said, according to a report on Malaysia's New Straits Times.

A separate report on The Star Online quoted him as saying that while Ops Daulat will end "in name," police and armed forces will maintain efforts to wipe out intruders and their supporters.

"No one inside or outside the country will be allowed to jeopardize our security, peace and safety of the country," he said at an Ops Daulat appreciation ceremony for security forces.

Earlier Saturday, Najib officially launched Esscom, which has four key strategic areas of operations - intelligence gathering, improving coastal surveillance, increasing capacity to intercept intruders or people coming into the sea area; and increasing capacity to capture intruders who managed to slip into the mainland.

LAHAD DATU: Four key strategic categories of operations will be the focus of the Eastern Sabah Security Command (Esscom).

Intelligence gathering is a key area in efforts to ensure that any potential threat is identified and neutralised, said Prime Minister Datuk Seri Najib Tun Razak.

However, he said Sabah's investments remained undisturbed and Lahad Datu's Palm Oil Industrial Cluster was not affected by the incident in which Sulu gunmen intruded into Kampung Tanduo before they were flushed out by security forces.

He said the Government had quickly set up Esscom and created positions as first announced on March 6.

“The creation of 46 positions including the director-general's post for Esscom within 24 hours is the fastest decision (by the Public Service Commission),” Najib said.

He added that the positions included the creation of two posts for the security forces with the rank of major-general and two for the police with the rank of commissioner.

Esscom is the enforcement agency for the Eastern Sabah Safety Zone (Esszone), which covers 10 districts Kudat, Kota Marudu, Pitas, Beluran, Sandakan, Kinabatangan, Lahad Datu, Kunak, Semporna and Tawau along a stretch of 1,400km in Sabah's east coast.

A sum of RM200mil has been allocated for Esscom and further allocations will be made available depending on needs.

Lahad Datu: Three more Filipinos charged over intrusion by Sulu gunmen

KUALA LUMPUR: Three more Filipinos were charged with offences related to the Sulu intrusion in Lahad Datu.

The Magistrate's court sat in a special session at the Lahad Datu and Beluran district police headquarters.

The trio were charged with waging war against the Yang di-Pertuan Agong under section 121 of the Penal Code which carries the death sentence, and being a member of a terrorist group under section 130KA of the same code which carries life imprisonment and liable to a fine, upon conviction.

Dani Ismail and Saidili Jaharul were charged at the Lahad Datu Court while Pabblo Alie was charged at the Beluran Court.

Dani and Saidili were alleged to have committed the offences in Kampung Tanduo, Lahad Datu, between Feb 9 and April 19, 2013.

Pabblo was charged with committing the offences in Kampung Muanad, Beluran, between Feb 9 and April 10, 2013.

No plea was recorded from the accused when the charges were read before Sessions Court judge Rajalingham S. S. Maniam who sat as magistrate in Lahad Datu, and magistrate Elsie Primus in Beluran.

The court also allowed the prosecution's application under section 177A (2) of the Criminal Procedure Code to transfer the cases to the Tawau High Court and fixed May 14 for mention in that court. Under the Security Offences (Special Measures) Act 2012, all security cases are to be tried in the high court.

So far, 23 Filipinos have been charged in connection with the recent intrusion in Lahad Datu by armed terrorists.

The charges included waging war against the Yang di-Pertuan Agong, being members of a terrorist group, sheltering terrorists and recruiting members for a terrorist group.

A local police corporal had also been charged with failing to provide information on terrorist activities. - Bernama

Lahad Datu: Three skeletons in Sulu military uniform found in Tanjung Batu

KOTA KINABALU: Police have discovered three skeletons clad in Sulu military uniforms during the ongoing Ops Daulat in the Tanjung Batu area.

Sabah Commissioner of Police Datuk Hamza Taib said the skeletons were found in some bushes.

"A sniper and several bullets were also found in the area where they were discovered at about 5pm on May 2," he said in a press conference on Friday.

Meanwhile, Hamza said 31 out of the 184 people arrested under the Security Offences (Special Measures) Act 2012 (Sosma) have been charged in court.

He also said there was no need for anyone to be scared of coming out to vote on the May 5 polling day as the situation is safe and under control here.

"We also have not received any reports pertaining to incidents which can threaten public safety during this election season since nominations day on April 20," said Hamza.

He said a total of 352 reports related to election offences have been made while eight people have been arrested in help in police probes so far.

Lahad Datu: Jamalul Kiram's nephew, woman among those charged over Sulu gunmen intrusion

KOTA KINABALU: A nephew of the self-styled Sulu Sultan Jamalalul Kiram III was among 10 people charged at the Tawau High Court for waging war against the king in relation to terrorism activities committed during the Lahad Datu intrusion.

Datu Amirbahar Hushin Kiram was among eight Filipino nationals who were charged at the High Court that sat for the first time at the Tawau prison complex yesterday.

Amirbahar was accused of waging war against the Yang DiPertuan Agong under Section 121 of the Penal Code that carries the death sentence and being a member of a terrorist group under Section 131(k)(a) of the same Act that carries a life imprisonment sentence.

The other Filipino nationals who similarly charged were Rijmal Salleh, Saidili Jaharul, Dani Ismail, Pabblo Alie, Mohamad Ali Ahmad, Basil Samiul and Rizman Gulan.

They were accused of committing the offences between Feb 9 and April 10 at various locations including Kampung Tanduo in Lahad Datu, Kampung Muanad at Beluran in Sandakan and Jalan Lihak-Lihak, Semporna.

Meanwhile, 46-year-old local woman became the first female to be charged for terrorism related activities in connection with the Sulu gunmen intrusion in Lahad Datu.

Norhaida Ibnahi was accused of harbouring a group of terrorists at an unnumbered house at Kampung Sri Melor at Bugaya in Semporna between Feb 9 and March 22 this year and faces life imprisonment if convicted.

Another local man, Abdul Majil Jubin, 41, was also charged for waging war against the king and being a member of terrorist group. Both offences were alleged to have been committed in Semporna between Feb 9 and March 13.

All 10 were charged before Justice Ravinthran Paramaguru with Attorney General Tan Sri Abdul Gani Patail leading the prosecution team.

No plea was recorded from any of the accused and Ravinthran fixed June 7 for the cases to be mentioned.

Following the proceeding, Gani informed the media that the cases of another 14 Filipino nationals and a local man who were also charged for terrorism related activities were heard before Ravinthran who also fixed June 7 for them to be heard again.

WAGING WAR: Nine face death sentences, including Kiram III's nephew

TAWAU: THE nephew of Jamalul Kiram III was among 10 people charged at the High Court here yesterday with the Lahad Datu intrusion.

Datu Amirbahar Hushin Kiram, 49, and eight others were accused of waging war against the king and being a member of a terrorist group at the High Court, which presided at the Tawau Prisons Department.

A woman, Norhaida Ibnahi, was also accused of being a member of a terrorist group.

For the additional charge of waging war against the king, Amirbahar and the eight others -- Rijmal Salleh, Saidili Jaharul, Dani Ismail, Pabblo Alie, Mohamad Ali Ahmad, Basil Samiul, Rizman Gulan and Abdul Majil Jubin -- face the death penalty if convicted.

No plea was recorded from the 10, who were produced before High Court judge Ravinthran Paramaguru, who postponed the hearing to June 7. Attorney-General Tan Sri Abdul Gani Patail appeared for the prosecution assisted by Prosecution Division (policy) deputy head Datuk Nordin Hassan.

"We are looking into the possibility of holding joint trials but that will be carried out once we sort out the counsels representing the accused, among other things," said Gani.

In the hearing yesterday, Gani said he may apply to have the cases transferred to Kota Kinabalu. Present yesterday was counsel James Tsai, who was appointed by the Philippine government to represent Filipino nationals accused of being involved in the intrusion, which began in Kampung Tanduo in Lahad Datu in February.

The intrusion escalated into an all-out military operation by Malaysian security forces centred on the Felda Sahabat area and had spread into several east coast districts, such as Semporna, Beluran, Kunak and Sandakan.

Apart from Tsai, several counsels were also present, including representatives from the Sabah Law Association, who held a watching brief, led by its president Datuk Gaanesh Nandy, Datuk John Sikayun, Syarulnizam Salleh and Ram Singh.

The number of people charged in the High Court in connection with the intrusion now stands at 30. This includes a policeman, Corporal Hassan Ali Basari, who claimed trial after being accused of withholding information about terrorist activities. He was charged under Section 130M of the Penal Code.

The trial for Hassan, who is represented by counsel Kamaruddin Mohmad Chinki, has been set for June 24 to June 28.

Of the 29 other suspects, five were represented by counsels while the rest were under Tsai, who is expected to apply for an ad hoc submission for International Criminal Court Counsel Datuk N. Sivananthan and assign counsels from the Sabah Law Association.

KUALA LUMPUR: Enough documents have been obtained to build a case against the four Malaysians said to be behind the Lahad Datu intrusion earlier this year, said newly appointed Home Minister Datuk Seri Dr Ahmad Zahid Hamidi.

“We have obtained all the documents against the individuals.

“Both the police and the Armed Forces will be having a discussion with the Attorney-General's Chambers on the matter in order to build a solid case against those involved,” he said after a working visit to the Bukit Aman police headquarters.

However, despite calls to reveal the identities of those involved, Dr Ahmad Zahid said he would not do so to avoid any prejudicial conduct when the case was brought to court.

“When I was Defence Minister, I did mention the individuals who had held meetings with the so-called Sulu Sultanate prior to the Lahad Datu intrusion. But I will not reveal their identities,” he said.

Meanwhile, Dr Ahmad Zahid pledged to increase the number of police personnel, adding that he would personally facilitate discussions with the Public Service Department to expedite the recruitment process.

“We are also looking into increasing the number of Motorcycle Patrol Units, given their effectiveness in combating crime,” he said.

On the recent spate of shooting cases, Dr Ahmad Zahid said some criminal gangs had taken advantage of the recent abolishment or amendment of certain laws.

“However, the ministry will discuss with the Inspector-General of Police and other Bukit Aman directors on how to boost efforts to reduce and prevent such cases,” he said.
