when they can put fear in you, they can take the reasoning from you,

when they can put guilt into you, they provide "salvation" for you.

and if they can provide "salvation" for you, they will expect your obedience.

Meaning of this verse is twofold:

1) If the govt (Caesar) take money from you (e.g. taxes, fees and fines) you don't complain or rebel. Give obediently.

2) Give cheerfully and voluntarily to God (church). E.g. donations, tithes, building funds etc.

This also ties in with another verse to shame/guilt-trip) believers into giving their hard earned money.

Even without the prosperity gospel preaching done by most modern churches today, the above two verses alone will ensure that the sheeple will keep on contributing money, and the church will be a profitable institution.
