I have rather strict personal guidelines when it comes to answering a phonecall:

1) If it's from someone whom I do not know (not in my address book), or a private number, I don't answer it.

2) All phonecalls after a certain hour at night will not be entertained - especially work-related phonecalls. I don't care if it's the boss, the police, a relative or whatever. Call the next morning or speak to the voicemail.

To eliminate such pests: Speak to them in Mandarin and they will remove you from their data base. Absolutely effective. Always.

Just use an answering machine. If you don`t recognize the number, let the answering machine pick up the call. If it is those pests, delete the message.
