When you read the Bible, you have to go beyond just reading the verses. You have to look at the social, cultural, religious, political environment at the time those texts were written. During Apostle Paul's day, Christians were prosecuted intensely for their belief, in particular, those who tried to evangelize and bring Good News to the unsaved. Because of the prosecution, married people were particularly facing problems when trying to evangelize. So, Paul's advice to them was to remind unmarried but it's perfectly alright if they wish to marry.

Your favorite apostle paul contradicted God's command on circumcision. Granted you are right, that is because of the reasons you given, so paul excused the gentiles from circumcision.
