What do they mean by penalize? Who'd pay the penalty in the end?
SMRT is fined. Government profits. Nobody in SMRT loses anything. They'll charge the fines to corporate accounts. If they're fined too much or too often, government profits more. SMRT still loses nothing. Just write the fined amounts to the accounts and apply for fare hikes to cover. Same as for demanding SMRT building this building that facilities because there're people jumping in or sneaking it. The costs will be passed to commuters.
The fine system of penalty has an inherent conflict of interest in the interest of the government and against the interest of commuters. The more lapses committed, the more fines the government receives and the higher fares the commuters has to pay. They can't suspend MRT for two weeks just like they do to errant hawkers, can they? They can't withdraw license to operate, can they? For if they do, commuters suffer again. And how many corporations can afford and is able to take over a public transport operator on a scale like this?
The government shouldn't be playing judge and bailiff in mass public transportation system. They should own it, run it and be directly accountable for it. That's why I support the idea of nationalizing public transport.
