Jobless man jailed for life after pleading guilty to killing Toto draw announcer

A jobless man, who stabbed to death a lottery draw announcer at the Singapore Pools outlet on Selegie Road three years ago, was on Friday jailed for life.

Fang Gao San, who sufferes from paranoid schizophrenia, had planned to kill employees at the outlet because he believed they cheated him of his 'winnings'.

The 56-year-old had earlier gone to a Chinese temple to consult deities and according to him, the Jade Emperor had approved his proposal to kill them. Fang then brought a paring knife to the betting outlet on the evening of May 31, 2010 and waited for the Toto results to be announced. About 10 minutes later, he ran after announcer Sito Woon Chee, 59, and stabbed him four times.

Fang pleaded guilty in the High Court to a charge of culpable homicide. In sentencing him to life imprisonment, Justice Woo Bih Li said: "It is obvious that you are a great danger to the public."

Fang Gao San, 56, stabbed a man to death in public, but he felt no remorse.

In fact, if he had a gun, he would have killed everyone at the Singapore Pools headquarters because they were all cheats, he said.

Fang, who has a history of schizophrenia, told a psychiatrist after his arrest that the Taoist deity Jade Emperor had given him the go-ahead.

Yesterday, Justice Woo Bih Li sentenced him to life imprisonment for culpable homicide.
