KUALA LUMPUR: Finance Minister Lim Guan Eng has come forward to show "evidence" that the Kelantan state government had requested for an advanced grant loan to pay the salary of its civil servants.

He distributed a letter, dated June 18, from the Kelantan state government requesting the advanced loan from the federal government.

Lim said the Kelantan state government requested a total of RM24.5mil to pay the salary and emolument for its civil servant and temporary staff this year.

"However, the Finance Ministry only approved a total RM22.5mil, so the civil servants in Kelantan will be paid their salary," he told reporters at the Parliament lobby on Wednesday (Oct 24).

"It is hard to restore the confidence of the public and investors or to rebuild a failed state if they do not do things based on facts," he said.

Lim also hit out at the PAS' top leadership for playing up racial and religious issues and linking it to this matter.

"How could some of them accuse me of (being) anti-Malay or Islam.

"I don't understand where the issue stems from. When I talk about facts and figures, and mention that the federal government provides assistance, how can they stir up racial and religious issues?

"Usually such replies come from those who do not know how to manage the economy and will reply using such sentiments to cover up their failures," added Lim.

"I hope the PAS leadership can get back on the right track and give full focus to facts and figures," he said.

He said as of Dec 31, 2017, the state government had not yet paid back the total outstanding loan on their grant advancement of RM388mil from the federal government, making Kelantan the highest debtor.

The issue of the grant loan was sparked in the Dewan Rakyat on Monday (Oct 22) during the supplementary question by Datuk Takiyuddin Hassan (PAS-Kota Baru), who asked Lim if the state governments of Kelantan and Terengganu could continue with the East Coast Rail Link (ECRL) project on its own initiative.

In his response, Lim said the Kelantan state government had to rely on loans from the federal government and had failed to pay its civil servants.

KUALA LUMPUR, Oct 27 — PAS president Datuk Seri Abdul Hadi Awang said it was “morally wrong” for Finance Minister Lim Guan Eng to reveal documents showing Kelantan’s request for a RM97 million federal loan.

In a report by the Islamist party’s portal Harakah Daily, Hadi said the letter was confidential and should not have been exposed to the public by Lim.

“Of course the practice, manners and morality was improper like that, and we also had not exposed his secrets,” he said, but did not comment further on the alleged “secrets”.

Hadi also claimed that the constant attacks towards the PAS state government was due to Kelantan’s “righteousness”.

On Wednesday, Lim had presented some documents to substantiate his remarks that the Kelantan state requested federal financial aid to help pay the salaries of its civil servants, which he made when mocking the state government’s ability to take up the suspended East Coast Rail Link (ECRL).

Of the amount, Lim said the Pakatan Harapan government approved RM22.5 million to cover an application to settle RM24.5 million in expenses categorised as civil servants’ pay.

The Kelantan state government is the largest recipient of financial deficit assistance and advance financial aid from the federal government at a total of RM913 million, says Finance Minister Lim Guan Eng.
He said that from 2013 until 2017, Kelantan received RM363 million in financial deficit assistance, which is for states with insufficient funds in their operating accounts.
“The assistance is given to state governments where there’s insufficient revenue to pay for operating expenses such as emoluments, rental, utilities and other operating expenses,” he said in a statement today.
Lim said state governments should practise more prudent financial management to ensure expenses do not exceed state revenue.
“Only the Kelantan state government has recorded a deficit in its operating account for more than five consecutive years,” he said.
Lim said without the deficit assistance from the Federal Government, the Kelantan state government would be unable to afford emolument payments to the state’s civil servants.
“In 2017, only two states received deficit assistance, Kelantan and Perlis,” he said.
Lim said the Federal Government also provided an advance to the Kelantan state government from a consolidated fund to help states with cash flow problems.
Up to June 30, he said the advance payment channelled to Kelantan totalled RM550 million.
“From this amount, Kelantan has yet to repay RM384 million,” he said.
On top of this, Lim said the Federal Government provided a loan to the Kelantan state government where RM1.4 billion remained outstanding and arrears of RM434.5 million as at June 30.
“The level of arrears also shows the inability of the state government to fulfil and manage its financial commitments,” he added.
Lim said the federal government hoped that Kelantan would be able to manage its state finances more responsibly and prudently as stated by Prime Minister Dr Mahathir Mohamad and increase its revenue in a professional and systematic manner to reduce its dependence on the federal government.

PAS president Abdul Hadi Awang says Lim Guan Eng's decision to reveal the Kelantan government's request for aid showed that the finance minister's morals were "not good".
This, he said, is because the letter to Putrajaya from the state government requesting a loan to help with its debts was meant to be confidential.
"In terms of practice and character, his morals are not good. Even we do not reveal his secrets," he was quoted as saying by Harakahdaily.

m&d clerics and people who study the quran should never be let near the running of a lemon stand, much less a town council or a state. They don't show much interest in running the place properly, and are more concerned with implementing sharia apartheid between men and women, persecuting non-muslims and setting up vigilante squads.

Kelantan's roads are riddled with potholes and there isn't any budget to fix them, but there's budget for more mosques and madrassahs.
