Problem​

The Electronic Road Pricing (ERP) system plays a critical role in managing traffic congestion in Singapore. The current infrastructure has reached end-of-life and needs to be decommissioned soon. Its successor, ERP 2.0, has encountered significant headwinds in the public eye.

ERP X is our attempt to prototype a possible way forward, with the goal of starting a conversation around alternative implementations.

Our prototype uses a regular office webcam to stream video footage of cars driving past. The software reads the license plates using common machine learning and Optical Character Recognition (OCR) techniques. The ERP toll is charged to drivers' credit cards, and they are sent a mobile app notification.

Instead of installing hardware into their vehicle, we also provide drivers with a mobile app where they can register multiple vehicles, set up automated credit card payments, and view their payment history.

The ERP is nothing more than a way for the PAP regime to collect more money. It does nothing to alleviate traffic congestion.

More people = more vehicles = more congestion. And what have we witnessed over the years? Various ways to increase the capacity of managing more vehicles e.g. more highways, widening of roads.

It never was a problem, because their response indicates that they don't view it as a problem.
 
Progress & evolution is not by solving a problem which then only leads to bigger problems later.

ERP 1.0 had worked well for decades, using signals & debit card to access critical & congestion capable roads.

Camera OCR systems may get damaged as it has many parts, will not work well if license plate is damaged or smudged with dirt or rain.

Credit system instead of debit system will put onus upon taxpayers funded. Government to chase after creditors. Also, not everyone owns or wants a temptations loaded credit card, eg - 18yr old teens, elderly, low income, etc

ERP 2.0 reiys on Global Navigation Satellite System (GNSS). Satellite navigation rely on signals between a transmitter & a receiver.

However signals may be lost during bad thunder storms or high solar activities. Also, the Satellite receiver is dependent on how powerful the OBU transmitter to send signals as well as clear unobstructed line of sight to Satellite.

The military uses such Satellite systems but they take into account of signal outages & weather conditions in planning operations. Even non military users such as airlines experience signal outages from time to time. Thus how effective would ERP 2.0 be as it must be operational 24/7?

Such incidents may cause unnecessary disputes between LTA & car owners. The point is - had ERP 2.0 been robustly tested, over months if not years, before millions of taxpayer funds had been sunk into it?

Also, who was the contractor who was awarded the ERP 2.0 contract, whom conducted the field tests, if any, & convinced government officials on the viability of ERP 2.0, or was it another case of ex minister Iswaran oversight?

ERP 1.0 uses signals too, but the gantries with receivers are only of few meters high, not of Satellite height & distance...

But LW only DPM for 1 year before become PM. Why Hongyi need to be DPM for 2 terms?
