Under the Town Council Act Chapter 329A, the relevant para 24E and 24F, it's a crime if town council fees are not paid. Such draconian rules are enacted, only to see those empowered investing irresponsibly.

and its not a crime when the town council anyhow spend and wasted our money.

Yes they will impose a penalty, charge interset, drag you to court and you got to pay legal fees and court charges. What about for a person who is out of job and can't pay the TC fees? They have accumulated $2billion in surpluses in this manner, only to invest wrongly?
