Who can/should we complain to when the police does not act in a public assault case?

Is that a negligence of duty?

You mean how can you get them? Easy. First trial them by public. Kick up a big stink online first. Then they will contact you. Never be led by the nose. Don't know if stinking times will publish your letter but you can write to them too. Never approach them on your own. Don't let them cover up anything. Cockroaches are afraid of light
