Stomper W said he spotted the pair at Fajar Shopping Centre on Feb 13, at around 11.58am.
A photo that W took shows a young boy stepping into a Singapore Pools outlet, trailing along behind a woman who is presumably his mother.
W told Stomp: "The kid was behind his mother and inside for more than 10 minutes. Other adults and elderly ignored the kid, but this is very serious it will damage the kid's entire childhood.
"I can understand that it is the Year of the Dragon, but this is totally unacceptable. It is indeed very upsetting as this is teaching kids to gamble.
"It is a NO NO NO."
While no one under the age of 18 is allowed to place a bet or claim a winning ticket prize at Singapore Pools outlets, there is no law prohibiting children from being on the premises.
The Singapore Pools website states: "If our customers have young children with them, we advise them to supervise the children at all times."
