I wonder why the PAP would want to obfuscate a matter as simple as an accounting issue. Just publish the audited FS for the last 5 accounting periods, before and after WP takeover. At the same time publish the accounts of the other town councils as compared to AHPETC. Let the electorate make their own conclusion.

IF $300k is already showing as "good" receivables (debit) in BS,
then $300k is also already recorded as part of income (credit) in PL.
Accounting double entry rule.

Meaning
After including $300k income --> Acc Deficit = $282k
Before including $300k income --> Acc Deficit = $582k (ie $282k + $300k)

If "good" receivables become "bad"
then Acc Deficit $282k becomes $582k

Also even if "good" receivables become actual cash
the Acc Deficit remains at $282k
