Found it odd that many are unable to differentiate between a PR and a citizen. They are both completely different in terms of stature. Loyalty is not a factor for PR.

I suspect that the way the Govt treats all foreigners residing in singapore ie, favourable treatment has changed the perception of a PR.
Maybe the Govt should impose strict penalities and conditions on PR receiving scholarships, grants, subsidies and favourable treatment. Besides doing these things, they should be transparent and upfront about those who have skipped, paid the penatlies rather than pretend that investment in human capital carries some costs.
