It seems that she was commissioned as a Lieutenant after graduating from a ROTA Commander Course with 45 other cadets and not just because of the letter of commendation. If the other 45 cadets were also SSG or below and became officers, then it appears to be ok.

Just a letter of commendation she got promoted fm a SSG to Lieutenant. Unbelievable.
