hai government statement urges people to remain calm

The Thai government has posted this statement, attributed to Maj Gen. Werachon Sukhondhapatak, on its website. The bullet points are their own:

On the evening of 17 August 2015 at approximately 19.00 hrs, Thai authorities have confirmed that there was an explosion at the Rachaprasong intersection in central Bangkok, resulting in several casualties and injuries. The total number of casualties and injuries shall be confirmed once emergency services are able to provide verified information. Preliminary investigations have revealed that an IED was used to cause the explosion.
Security officials are taking every possible measure to secure the area and conduct investigations while emergency services are in full response.
The Emergency Services Centre or Erawan Centre will provide the latest information on those injured and receiving treatment from this incident, including place of treatment.
Prime Minister Prayut Chan-o-cha has expressed his deep concern for the victims and has specifically instructed for IED and security officials to investigate and secure the area, prevent public access and egress into the area, and to update with constant situation reports with emphasis on conforming precise information before informing the public, to uphold public safety as the utmost priority, and that confirmed information regarding the situation shall be released immediately.
From recent inquiries to concerned authorities, there have been no instructions to close education institutions or financial institutions, while the media and the public are requested to use discretion and caution when sharing unverified information online, and should there be any inquiries to please contact officials directly.
In the meantime, the Royal Thai Police remains as the chief agency for confirmed updates on the developing investigation.
The public are advised to remain calm and monitor the situation regularly as security agencies conduct their operations.
As for possible motivations as to who may have caused this incident, it is too early to speculate which group may have been responsible for this crime but authorities are following possible leads.
 
Bomb 'exploded INSIDE the Erawan shrine'

The blast in central Bangkok this evening occurred inside the Erawan shrine, national police chief Somyot Poompanmoung said, correcting earlier reports that it was on a motorcycle parked outside the landmark.

Police are now saying the device was made from a pipe wrapped in cloth, the Associated Press reports. The agency quoted Somyot as saying that officials initially believed that a second bomb had been found in a bag nearby, but that it had been determined to be harmless. The police chief added:

Those who have planted this bomb are cruel. They aim to kill because everyone knows that at 7 p.m. the shrine is crowded with Thais and foreigners.

Planting a bomb there means they want to see a lot of dead people.

Thais, Chinese and one Filipino among the dead, says police official

At least 10 Thais, one Chinese and one Filipino citizen are among the 16 dead, according to the Thai police chief in the first breakdown of the official death toll.

The blast struck at about 6.30pm local time when the Erawan shrine was packed with worshippers and tourists. More than 80 people have been wounded, including some foreigners, AFP is reporting. According to the agency’s latest:

There were chaotic scenes at Chulakongkorn Hospital, one of a number of nearby medical facilities that received victims as nurses ferried the injured on gurneys.

One man who was conscious had visibly burned hair and a number of cuts that were bandaged, an AFP reporter on the scene said.

‘Some (of the victims) are Chinese,’ Minister for Tourism an Kobkarn Wattanavrangkul told AFP as she visited the hospital.
 
INGAPORE: Singaporeans are among those injured in an explosion in Bangkok, said the Ministry of Foreign Affairs on Monday (Aug 17).

Embassy staff are rendering consular assistance to the affected Singaporeans, and they are in contact with the Thai authorities to check if there are more Singaporeans affected in the incident, said MFA in a statement. The Ministry said it is also contacting registered Singaporeans based in Bangkok.

MFA also urged Singaporeans in Bangkok to avoid the vicinity of the explosion and to monitor local news. It also said Singaporeans should contact the Singapore Embassy if they need urgent assistance.

Prime Minister Lee Hsien Loong said Singapore's Bangkok Mission staff have met the injured Singaporeans and that they are rendering consular assistance.

"Singapore strongly condemns the bomb blast in Bangkok and is saddened by the loss of innocent lives," said an MFA spokesperson. "We convey our condolences to the families of the victims and hope the injured will have a speedy recovery."

Rubbish I'll be there next week. Thailand's road toll is far higher than its bomb toll and that has not stopped me from traveling all over the country.
