Media hub? Sporeans have short memories. In the 90s, this media hub word was already thrown around loosely attracting players like MTV, NatGeo etc to set up shop, and culminating in the 'media liberalisation' i.e. birth of Mediaworks. As we all know Mediaworks died within three years.

Spore is only good at throwing money to build hardware, not software. Until the political space opens up, the software will not happen.
