暴雨轟炸！北北基8日傍晚下起大雷雨，台北市區一度達146處淹水、多處停電，不僅造成南京東路淹水達半個輪胎高，基隆路和忠孝東路更變成汪洋一片，西門町甚至有人孔蓋被雨水灌破，大量的水噴達3層樓高。

台北市長柯文哲晚間赴災害應變中心聽取簡報後表示，若因時雨量超過77.8毫米排水標準而淹水，趁雨勢稍歇盡快清理，若不該淹水地方淹水就要檢討。
根據中央氣象局統計資料顯示，北市昨傍晚多個行政區時雨量超過100毫米，造成愛國東路新龍社區地下停車場、小巨蛋及大安森林公園周邊道路水淹半個輪胎，不少機車騎士被迫下車牽行，中正紀念堂外圍與總統府前道路一度淹成一片海，民眾嚇得躲在安全島避難。
由於雨勢又大又急，西門町昆明街、內江街口一個重達250公斤的人孔蓋擋不住水流噴發，水柱衝向3樓高，景象相當駭人，一旁小吃店老闆驚恐說，一名騎士行經不慎被破碎的人孔蓋絆倒，幸好不是水柱噴發時經過，否則後果不堪設想。
北市災防辦統計，截至8日晚間7時30分，北市通報房屋積水案件有20件、道路淹水146件，其中以基隆路北科大、小巨蛋、新生南路二段一帶淹水較深，但隨著雨勢趨緩水勢也逐漸退去。
此外，強降雨也讓基隆市區變成一片汪洋，部分路段排水不及，包括義一路、信五路段等地陸續傳出淹水災情，水深達機車半個輪胎高，機車騎士冒險牽車涉水而過，汽車也只能「乘風破浪」般在水中前進。
氣象局表示，昨天傍晚起暴雨猛襲雙北各地，除大雨外，7日晚間生成的山竹颱風目前距台灣仍遠；不過美國氣象機構研判它將升級為強烈颱風，並可能於周末、周日（15、16日）侵襲台灣。
氣象局預報員官欣平表示，昨日這波大雷雨主因是鋒面本身不穩定，氣象局從下午4點51分起發布大雷雨即時訊息，每小時一次，簡直欲罷不能。同時也用災防告警訊息向手機用戶示警，提醒民眾小心。
至於颱風方面，氣象專家吳德榮指出，山竹颱風將一路增強直到台灣附近，極可能是今年威脅最大的颱風。
